City Council approval requires a simple majority vote of the City Council present. On October 13, 2014, the City Council approved a consultant contract to complete an environmental review and preliminary design for TH 101 improvements from Pioneer Trail to Flying Cloud Drive. In 2007, an environmental scoping study was completed for TH 101 from Lyman Boulevard to the Scott County line that evaluated several alignment options, safety improvements and environmental review for potential improvements. The study was a partnership between MnDOT, Carver County and the City of Chanhassen. Since this study, the section of TH 101 from Lyman Boulevard to Pioneer Trail has been reconstructed to four lanes. The majority of the construction cost of this project was funded with a federal grant. The section south of Flying Cloud Drive over the Minnesota River is currently under construction and will be completed in 2015 to a four -lane design. The section of TH 101 from Pioneer Trail to Flying Cloud Drive is the last section of TH 101 needing improvements south of TH 5. Staff requests applying for two federal grant applications. One application would be for the roadway improvements and the second would be for constructing a pedestrian bridge for the Three Rivers Park District, Minnesota River Bluffs LRT Regional Trail over TH 101 and paving the trail from Bluff Creek Boulevard to TH 101. The preliminary design work completed in 2007 shows the need for a LRT trail crossing over the new Highway 101 roadway. The trail is currently an at -grade crossing at Highway 101. The new profile of Highway 101 will need to be lowered from the existing grade at the LRT to meet current design standards. Having an at grade trail Chanhassen is a Community for Life - Providing torTodayand Planning for Tomorrow Todd Gerhardt TH 101 Improvement Project October 27, 2014 Page 2 crossing on the new Highway 101 alignment would be problematic since the roadway is proposed to be four lanes, is on a hill and the LRT trail is significantly higher in elevation then the new profile of Highway 101. In 2017, Carver County is planning to pave the LRT trail west of Bluff Creek Drive into Chaska. The majority of the LRT trail at Highway 101 is currently gravel. Paving the 3,000' of LRT trail from Bluff Creek Drive to TH 101 will complete a trail gap and will likely have the project rank higher. TH 101 is on the State of Minnesota turnback list. TH 101 does not meet the criteria for a state highway in the metro area anymore but functions more like a County road. In the future when TH 101 is improved, the roadway ownership, operation and maintenance will be Carver County's. The County has agreed to take ownership of the road but the road will need to be reconstructed to current County road design standards. Tumback projects are typically funded by the state's tmback fund. However, TH 101 is not programmed for funding in the next 10 years program schedule. In order to advance the project, additional funding other than State tmback funds are needed. This approach was used successfully for the last section of TH 101 improved from Lyman Boulevard to Pioneer Trail. The City of Chanhassen secured federal funds to advance that project. Funding for the project has not been secured at this time however if federal funds do become available, other agencies will most likely help fund the project. The main funding sources identified for the roadway and trail improvements may include State turnback funds, Carver County, Three Rivers Park District and City State Aid funds. NOW, THEREFORE, BE IT RESOLVED, that the City Council is in support of federal funding for the reconstruction of TH 101 from Flying Cloud Drive to Pioneer Trail. This is the last section of TH 101 that needs improvements from TH 5 into the City of Shakopee. The improvements are proposed to improve safety, mobility and to plan for future growth in the region. The project is consistent with the 2007 TH 101 corridor scoping study. State, Federal and Carver County funds are proposed to help pay for most of the improvements. The City contribution to the project is anticipated to help pay for some environmental work, watermain improvements, corridor landscaping, trails and stomt sewer improvements. The tentative schedule is to complete predesign and environmental review in 2014. Right of way acquisition would take place in 2016 and construction would commence in 2018, improve safety and mobility on TH 101.
