BACKGROUND Al Olson contributed much to the development and implementation of the Chanhassen Community Gardens. He was a constant presence at the site and informally oversaw the daily operations and upkeep at the gardens. To honor his death, it would be appropriate to recognize his significant investment of time and effort to the site by renaming it Olson Community Gardens. DISCUSSION Paying tribute to respected members of the community and loved ones is not unprecedented in the city. Examples of public recognition include a park bench along Kerber, a meditation area along Lake Ann, an annual 5K event and the renaming of Chanhassen Pond Park. The city policy statement on naming or re-naming public facilities or infrastructure states that four criteria must be met in order to approve a name change. Staff findings are as follows: 1. A public facility and/or infrastructure improvements don't already carry the name under consideration. The current title to the property is 'Chanhassen Community Gardens'. 2. The name be associated with a person that has participated in extensive public service, or Al Olson was very active in the community served on the Senior Commission and worked hard to insure that the gardens were created. 3. The name be associated with a person whose actions or deeds carry historical significance to the City of Chanhassen. This criterion does not apply. The City 01 Chanhassen . A growing community with clean lakes, quality schools, a chanming downtown, thriving businesses, winding trails, and beautiful parks. A great place to live, work, and play. 4. If the action is to consider renaming a public facility and/or infrastructure improvement, the existing name must be generic, such as Chanhassen Park, Elm, Oak, etc. The current title to the property is 'Chanhassen Community Gardens'. The re-naming of the gardens meets all criteria for the change. Staff recommends that the gardens be named "Olson Community Gardens". On April 16, 2004 the Senior Commission recommended that the City Council rename the community gardens to Olson Community Gardens to commemorate former Senior Commissioner, Albin Olson. RECOMMENDA TION Staff recommends that the Council adopt the following motion: "The Chanhassen City Council approves the re-naming of the Chanhassen Community Gardens to Olson Community Gardens." City of Chanhassen Policy Statement, Naming or Re-naming Public Facilities and Infrastructure 16b CITY OF CHANHASSEN POLICY STATEMENT Naming or Re-naming Public Facilities and Infrastructure Background: From time-to-time the Council is asked through a request or initiates itsel( an action to name or re-name a public facility and/or infrastructure improvement. Such actions are generally initiated as an honorarium to someone for extensive public service and/or due to their historical significance. So as to have some basic ground rules and so as to exercise proper constraint. the Council wishes to create and adopt a policy governing sUch requests. Policy: Any requests to name or rename public facilities and/or infrastructure improvements need to be submitted formally to Staff along with the reason and justification for the request and documentation supporting the change. Staff will then seek approval from the Council to investigate the request. If preliminarily granted by Council, Staffwill advertise the proposed naming or name change so as to seek appropriate input. A public hearing should be scheduled and held following the public hearing the Council will act on the request. Each proposal must meet the following criteria: 1. A public facility and/or infrastructure improvements don't already carrying the name under consideration. 2. The name be associated with a person that has participated in extensive public service, or 3. The name be associated with a person whose actions or deeds carrying historical significance to the City of Chanhassen. 4.
