PROPOSED MOTION
"The City Council adopts the attached resolution accepting the feasibility
report for the 2015 Street Rehabilitation Project No. 15 -02 and calls the public
hearing for February 9, 2015.
City Council approval requires a simple majority vote of the City Council
present."
At the August 11, 2014 work session,
staff reviewed with Council the
proposed 2015 Street Improvements to
the Carver Beach area. Kerber
Boulevard, a Municipal State Aid
Route is also proposed to be resurfaced
in 2015.
On October 27, 2014, the City Council
authorized preparation of the feasibility
study.
Every year the City considers streets
that are in poor condition to be
rehabilitated or reconstructed. For the
2015 Street Rehabilitation Project, staff
is proposing to rehabilitate
approximately 1.4 miles of a Municipal
State Aid street: Kerber Boulevard.
This street was identified by the City's
Pavement Management software in
conjunction with site investigations.

The proposed improvements generally consist of milling 4" of pavement and overlaying the
pavement surface. Severe pavement and subgrade distresses will be removed and replaced. Minor
drainage improvements are also proposed to be addressed. The water main is thought to be in
relatively good condition since there are no major water main breaks in the area and the hydrant
bolts appear to be in good condition.
A feasibility report was prepared by the Engineering Department staff. Due to the proposed 4.3 mile
mill and overlay project within Carver Beach, the plans for the Kerber Boulevard improvements will
be completed by Kimley -Horn and Associates. City staff prepared the feasibility study and will
perform the construction observation. A copy of the feasibility report is available in the Engineering
Department. Below is a summary of the feasibility findings.
Kerber Boulevard north of West 78a`
Street to Powers Boulevard is proposed
to be resurfaced in 2015. This project
area consists of 1.4 miles of
improvement. The portion south of
West 78th Street was resurfaced in 2011
with the West 78a' Street improvements.
Funding for this project is predicated on
MnDOT advancing funds from the state
aid account.
Kerber Boulevard was constructed in
1980, with the exception of the southern
leg between City Hall and West 78d'
Street, which was constructed in 1940.
The street was overlaid in 1996 and last
sealcoated in 2007.
The PCI of the street segments are
shown on the adjacent graphic. A PCI
of 100 represents a new street. For a
local street, a PCI between 45 and 65
typically warrants a mill and overlay.
Subgrade corrections would be done as
needed. The street is urbanized.
Damaged curb and gutter will be
replaced. Some storm sewer
improvements are anticipated.
There is little sanitary sewer within
Kerber Boulevard. Sanitary sewer
crossings will be televised to determine
the scope of repair work.

Ductile iron water main is within the street. There is one documented water main break just north of
West 78th Street. Staff recommends that the valves and some of the hydrants be replaced in
conjunction with the project. Typically, gate valve bolts that are in the ground and exposed to soils
for this length of time have a tendency to corrode and break.
The trail along Kerber Boulevard has a low
PCI rating as shown on the graphic to the
right, and should be replaced at this time.
No new trail segments are proposed to be
added to Kerber Boulevard.
Curb ramps to the trail along Kerber
Boulevard should be replaced in accordance
with the Americans with Disabilities Act
requirements.
City staff has received public comment
requesting the designation and marking of a
pedestrian crossing on Kerber Boulevard
approximately 250 feet north of West 78b
Street. This crossing would be near the
driveway accesses for the Byerly's grocery
store and the Chanhassen Library. According
to the City's traffic consultant, this is not a
safe location for pedestrians to cross Kerber
Boulevard given the driveways and proximity
to the entrance to the southbound Kerber
Boulevard turn lane. Providing a marked
crosswalk does not provide increased safety
therefore this location is not recommended
for a crosswalk. It is recommended that
pedestrians cross with the signal at West 78th
Street.

City staff has also received requests for a marked crosswalk at the intersection of Kerber Boulevard
and Redwing Lane. Minnesota statutes give pedestrians the right -of -way when crossing at an
intersection whether it is marked or not. Studies have shown that marked crosswalks at an
uncontrolled crossing do not provide safety benefits over unmarked crosswalks without additional
safety enhancements. In order to provide consistency in crosswalk marking application throughout
the City, staff recommends not marking uncontrolled pedestrian crossings without location- specific
safety reasons.
The loop detectors to the signals at West 78th Street will be evaluated to determine if they will be
impacted by the proposed improvements.

PROJECT FUNDING
Special assessments to the benefitting properties are proposed to pay for a portion of the proposed
2015 Street Improvement Project No. 15 -02 per the City's assessment practice. The remaining
project costs are proposed to be paid from City funds. All the utility improvements are proposed to
be paid for by the associated utility fund. The preliminary funding is shown below:

Kerber Boulevard is a 40 -foot wide collector road
with few properties accessing the street. The
City's practice is to assess benefitting properties
40% of the equivalent cost of a 31 -foot wide
residential roadway. Due to the limited number of
benefitting properties, assessments are proposed to
be established by a front- footage basis.
The IRET (Byerly's) property was assessed for
100% benefit to West 78 Street with the 2011
resurfacing project and therefore is not included in
the proposed assessment roll for City Project No.
15 -02.

A RESOLUTION ACCEPTING FEASIBILITY STUDY AND
CALLING THE PUBLIC HEARING FOR
THE KERBER BOULEVARD OVERAY PROJECT NO. 15 -02
WHEREAS, pursuant to resolution of the Council adopted October 27, 2014, a report has been
prepared by City staff with reference to the above - referenced project, and this report is being received
by the Council on December 8, 2014, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost - effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The Council will consider the improvement of such project in accordance with the report and the
assessment of abutting properties for a portion of the cost of the improvement pursuant to Minnesota
Statutes, Chapter 429 at an estimated total cost of the street improvements of $1,114,575.00.
2. Public hearing for the proposed improvements within the Kerber Boulevard Overlay Project No.
15 -02 shall be held on February 9, 2015 in the Council Chambers of City Hall at 7:00 PM.
The clerk shall give mailed and published notice of the hearing and improvement as required by law.
