B-1. 2014 AIS Annual ReportIUATIC INVASIVE SPECIES PROGRAM B_1 0* 1 Program Background • In 2012, the City of Chanhassen initiated an Aquatic Invasive Species Program at three city -owned and operated public water accesses —Lake Ann, Lake Susan and Lotus Lake. • Funding partners include the Riley Purgatory Bluff Creek Watershed District, Lotus Lake Conservation Alliance, Minnesota Department of Natural Resources and the City of Chanhassen. • The MnDNR has also conducted watercraft inspections at the Lotus Lake Public Water Access. Ak l rP 411 Watercraft Inspection Program • The City of Chanhassen contracts with Volt Workforce Solutions to staff the City's Watercraft Inspection Program. • The inspections are conducted on a voluntary basis — no refusals to comply with the voluntary inspections have been reported. • Inspectors are certified as Level I inspectors through a MnDNR -led Aquatic Invasive Species (AIS) Watercraft Inspection Training Program. • Inspectors are stationed at all three city -owned public water accesses at peak usage times. • Carver County deputies have also received training in watercraft inspection and watercraft transportation. nDNR atercraft Inspection Certification Training Chanhassen Recreation Center 2014 Watercraft Inspection Program Program Summary • The city inspection program included three lakes —Lake Ann, Lake Susan and Lotus Lake. • Inspectors were scheduled to work 3,236 hours from May 10t" —Nov. 15t" (program concluded five days early due to cold temperatures). • The MnDNR also completed 545 hours of inspections at Lotus Lake through a grant received by the Riley Purgatory Bluff Creek Watershed District. Program Summary, continued • A total of 3,856 inbound and outbound inspections were completed for an overall inspection rate of 1.02 inspections per hour. • The Lotus Lake public water access is the most popular with an arrival inspection rate of 0.67 watercraft per hour. • Lake Susan saw an arrival inspection rate of 0.42 watercraft per hour. • Lake Ann (non - motorized) experiences the lowest level of boating with 0.35 watercraft inspections per hour or one boat every three hours. 41, . $: ak. z i.iil'� 3 - T tiJi►- i'a '. [ °1A1 '- - Program Summary, continued • The most common violation was the transport of aquatic vegetation on a watercraft or trailer (1.73 %), followed by failure to transport with the drain plug removed (1.08 %). • The third most common violation was transporting a watercraft with water on board (0.33%). • The least common violation was the transport of zebra mussels (0.14 %). Zebra Mussels Found • Inspectors identified that zebra mussels were transported on three occasions. • Watercraft arriving at the Lotus Lake boat landing with zebra mussels attached were stopped on June 8, August 5 and September 7, 2014. • The boat arriving on June 8 at 8:23 am had last been on Prior Lake. Inspection Recording • Utilization of Apple iPad mini - tablets and the MnDNR watercraft inspection application has: • Improved accuracy of recorded data • Eliminated duplication in data analysis • Reduced overall program costs ■ Improved efficiency of the program State of Minnesota Aquatic Invasive Species Prevention Aid Dollars • The State of Minnesota is allocating Aquatic Invasive Species (AIS) Prevention Aid Dollars directly to Minnesota counties. • It is currently unknown how Carver County will be investing these new AIS prevention dollars ($132,602 in 2015). • Carver County may elect to award AIS grants to cities and other organizations. 2015 Program Recommendation Maintain Current Project Partners, Approximate Inspection Hours and Funding Sources: • 714 Hours at Lake Ann from Memorial Day Weekend to Labor Day • 714 Hours at Lake Susan from Memorial Day Weekend to Labor Day • 2,098 Hours at Lotus Lake from Memorial Day Weekend to the end of September Funding Sources: Riley- Purgatory -Bluff Creek Watershed District Lotus Lake Conservation Alliance City of Chanhassen (the city also provides program administration) MnDNR (final grant application will be made in December 2014) TOTAL i $25,000 $15,000 $12,500 $4,000 $56,500 Akin l:ir "4 , 4�1
