WORK SESSION
DECEMBER 8, 2014
The City Council was in Executive Session for the City Manager’s Performance Evaluation
from 5:30 to 6:30 p.m. Mayor Furlong called the work session to order at 6:35 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilman Laufenburger,
Councilwoman Tjornhom, and Councilman McDonald. Councilwoman Ernst arrived at the end
of the work session.

UPDATE ON 2014 AIS PROGRAM.
Todd Gerhardt thanked Todd Hoffman and the lake
associations for their involvement in the 2014 AIS program. Todd Hoffman reviewed the
background including funding partners, watercraft inspection program contract with Volt
Workforce Solutions at the 3 city owned public water accesses, training, and program summary
noting that the inspection program concluded 5 days early due to cold temperatures. Councilman
Laufenburger asked who else uses Volt’s services. Todd Hoffman continued by explaining that
there were 3 incidents where zebra mussels were found on watercrafts and Minnesota DNR
protocol for handling the violations. Councilman Laufenburger asked about the DNR’s decal
program that will begin next year. Todd Hoffman reviewed a table showing the breakdown by
lakes and revenue sources. Mayor Furlong asked if the dollar amount from the DNR included
$4,000 for inspection hours. Todd Hoffman stated it did not. Councilman McDonald asked if
the dollar amount from the Riley-Purgatory-Bluff Creek Watershed District included grant
money. Todd Hoffman stated it did not include grant dollars before discussing the use by
inspectors of the Apple iPad Mini which improved the data collection process. In discussing
dollars allocated to counties from the State of Minnesota, Councilman Laufenburger asked what
happened to the $60,000 that was allocated to Carver County in 2014. Councilwoman Tjornhom
clarified that the Carver County Board will decide how the money is allocated. Mayor Furlong
explained that the City needs to work with the County Board on the allocation issue. Todd
Hoffman recommended that 2015 AID program remain at the same level as 2014.
Mayor Furlong adjourned the work session meeting at 7:00 p.m.
