WORK SESSION
JANUARY 12, 2015
Mayor Laufenburger called the meeting to order at 5:40 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Laufenburger, Councilwoman Tjornhom,
Councilman McDonald, Councilwoman Ryan and Councilman Campion
STAFF PRESENT:
Todd Gerhardt, Chelsea Peterson, Paul Oehme, Kate Aanenson, Todd
Hoffman, and Fire Chief Don Johnson

DISCUSSION OF KEY FINANCIAL STRATEGIES.
Todd Gerhardt reviewed the list of key financial strategies that were compiled from the
Saturday morning work session and staff’s time commitment for each item. Council asked for
details of how and when the decision will be made by the Carver County Board to distribute AIS
funds to municipalities and other public entities. Council discussed how to maximize
transparency to those citizens who want easy access to what’s happening in the City.
Councilman Campion asked what could be done to address speeding issues throughout the city.
Todd Gerhardt asked Paul Oehme to discuss what studies are used to determine warrants for
speeds, stop signs, signals, etc. and asked that staff bring information on Project Leadfoot to
council at a future time. Mayor Laufenburger outlined the action that will need to taken by
council members to prioritize each of these items.
DISCUSSION OF LEGISLATIVE PRIORITIES.
Todd Gerhardt reviewed staff’s list of 2015 Legislative Priorities which will be discussed with
local and state legislators including upgrades to Highway 101. Mayor Laufenburger asked how
successful the City’s been in achieving these legislative priorities in the past and clarification on
the super two lane design for Highway 101 north of TH 5 to Crosstown Boulevard. Todd
Gerhardt discussed issues involved with the following priorities: supporting “opt-out” suburban
transit agencies, unfunded mandates, local governance and planning, AIS (aquatic invasive
species), environmental issues, TH 5 improvement west of TH 41 to Norwood-Young America,
and Highway 212. He also highlighted links to other agencies, Metro Cities and League of
Minnesota Cities. Mayor Laufenburger asked the city manager to discuss what has changed
with this list since last year.
Mayor Laufenburger adjourned the work session at 6:50 p.m.
