JANUARY 26, 2015
Mayor Laufenburger called the meeting to order at 7:00 p.m. The meeting was opened
with the Pledge to the Flag.

PUBLIC ANNOUNCEMENTS:
Mayor Laufenburger read an invitation to February Festival

being held on Saturday, February 7 at Lake Ann.
CONSENT AGENDA: Councilwoman Tjornhom moved, Councilman McDonald
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated January 10, 2015 and January 12, 2015
2. Receive Planning Commission Minutes dated January 6, 2015
Resolution #2015-03:
3. Wynsong Project 12-08: Accept Public Utility Improvement
4. Award of Quote: Neighborhood Picnic Shelters
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
On behalf of the Lotus Lake Conservation Alliance, Laurie
Susla thanked the council for keeping AIS as a high priority, discussed issues with the fact that
Volt will not be hiring AIS inspectors for the 2015 boating season, and asked that stormwater
runoff consideration be given in connection with the street project in the Carver Beach area.
City Council Summary – January 26, 2015
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Sgt. Peter Anderley asked if
there were any questions related to the December report before introducing two new deputies
assigned to Chanhassen, Pete Ekenberg and Andy Hamilton. Mayor Laufenburger asked for an
update on the Carver County sheriff’s deputy that was in a car accident. Chief Don Johnson
provided updates on staffing levels, review of new department policies, breakdown of calls for
service numbers for 2014, training, mutual aid, and structure fires. He then introduced Assistant
Chief Jim Van Asten and provided his background information.
2015 STREET REHABILITATION PROJECT (CARVER BEACH AREA): PUBLIC
HEARING AND ORDER PLANS AND SPECIFICATIONS.
Paul Oehme provided background information, scope of the project, costs, financing and
schedule. Mayor Laufenburger asked about the scope of this project as compared to other street
projects, doing the whole project in one year versus breaking it up into two years, and how the
City will manage access while constructing 4.3 miles of road. Councilwoman Ryan asked if the
roads widths were going to change. Mayor Laufenburger opened the public hearing. Randy
Cantin, 6694 Nez Perce asked that consideration be given at the corner of Nez Perce and
Western to address stormwater runoff issues. Stan Cronister, 6730 Lotus Trail asked for
clarification on the timeline for construction, who repairs driveways if they are damaged, and if
any clean-up of dead trees will be done in the City’s wilderness area. Troon Dowds, 6940 Lotus
Trail voiced his support for this street improvement project but was concerned with possible
increased assessment costs. Ken Wencl, 8412 Waters Edge Trail, who works with the
watershed district suggested cost sharing possibilities to slow the runoff into Lotus Lake. Stan
Cronister asked how the decrease cost of crude oil will affect prices and when residents will
receive the bill for this project. Denise Gray, 871 Nez Perce Court asked if the material being
milled will be recycled and the age of equipment being used by the contractor. Mayor
Laufenburger closed the public hearing.
Resolution #2015-04: Councilman Campion moved, Councilwoman Ryan seconded that
the City Council orders the preparation of plans and specifications for the 2015 Street
Improvement Project 15-01, Carver Beach area. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
PUBLIC HEARING: REQUEST FOR ON-SALE BEER & WINE LICENSE,
SMASHBURGER, 7905 GREAT PLAINS BOULEVARD, SUITE 130.
Todd Gerhardt presented the staff report on this item. Mayor Laufenburger opened the public
hearing. No one spoke and the public hearing was closed. Bob Halberg, district manager with

Smashburger explained this is the 14 store to be built in the metro area and they are very
excited to be in Chanhassen.
Councilwoman Ryan moved, Councilwoman Tjornhom seconded that the City Council
approves the request for an on sale beer and wine license for Smashburger Acquisition
Minneapolis, LLC dba Smashburger #1460 at 7905 Great Plains Boulevard, Suite 130. All
voted in favor and the motion carried unanimously with a vote of 5 to 0.

City Council Summary – January 26, 2015
COUNCIL PRESENTATIONS.
Councilman McDonald explained that being a member of the
Southwest Transit Commission and Suburban Transit Association, he distributed a handout that
was given to 17 legislators who attended their annual breakfast.
ADMINISTRATIVE PRESENTATIONS.
Todd Gerhardt explained that he and Mayor
Laufenburger attended an open house to celebrate Camp Tanadoona raising $1.5 million dollars
for Phase 1 of their capital improvement project and that they will be attending the Carver
County Leaders Group tomorrow morning to talk about collaboration and establishing programs
for the 2015.
CORRESPONDENCE DISCUSSION.
None.
Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the
meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 8:25 p.m.
