CC SUM 2015 03 23 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES MARCH 23, 2015 Mayor Laufenburger called the meeting to order at 7:00 p.m. The meeting was opened with Boy Scout David Durenberger from Troop #409 leading the Pledge of Allegiance. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom, Councilman McDonald, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Todd Hoffman, and Sgt. Mayor Laufenburger read an invitation to the 32 Annual th Easter Egg Candy Hunt which will be held on Saturday, April 4 at City Center Park. CONSENT AGENDA: Councilwoman Tjornhom moved, Councilwoman Ryan seconded to approve the following Consent Agenda items pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated March 9, 2015 2. Receive Park and Recreation Commission Minutes dated February 24, 2015 Resolution #2015-16: 3. 2015 Street Rehabilitation Projects: Call Assessment Hearing. 4. Approval of 2015 Liquor License Renewals 5. Approval of 2015 Pay Equity Report All voted in favor and the motion carried unanimously with a vote of 5 to 0. LAW ENFORCEMENT UPDATE. Sgt. Peter Anderley reported that vehicle crash numbers were significantly lower this year as compared to last year, reminded people that the ice on area lakes is not safe, explained that the sheriff’s department opened their Twitter and Facebook City Council Summary – March 23, 2015 th accounts this week, and noted that as of April 6 Lieutenant Kittleson will be taking over the Chanhassen contract. VISITOR PRESENTATIONS. Carver County Commissioner Gayle Degler provided updates on projects in Carver County and Chanhassen with the Highway 101 Southwest Reconnection Project, Bluff Creek stream bridge construction, usage data from the Chanhassen Library, explained that Carver County has been selected as a partner community for the University of Minnesota’s Resilient Community Project, and noted that the Carver County Board approved a charitable pledge donation agreement with the Norman and Ann Hoffman Foundation in relation to Coney Island on Lake Waconia. He explained that this agreement lays the ground work for transferring the ownership of Coney Island to Carver County along with a pledge of a considerable amount of money to help clean up the island for recreational improvement and reported on the Environmental Center numbers. Councilwoman Tjornhom asked Commissioner Degler to explain why he is wearing the yellow ribbon on his jacket lapel. Councilwoman Ryan asked for clarification on how Carver County was chosen for the Resilient Community Project and what the City and County responsibilities will be. Mayor Laufenburger asked about Coney Island on Lake Waconia and the Environmental Center. Laurie Susla, 7008 Dakota Avenue discussed the information presented at the work session regarding the watercraft inspection contract with Carver County and asked that the council consider asking Carver County to think about including Chanhassen lakes in their prioritization process. Larry Koch, 471 Bighorn Drive, and a member of the Citizens Advisory Committee for the Riley-Purgatory-Bluff Creek Watershed District, offered his personal support in asking Carver County to come up with a unified program for AIS. JoAnn Syverson, 489 Pleasant View Road discussed the fact that the LLCA is drafting a dues letter asking for an increase from $200 to $225 per year from their members and asked why Lotus Lake is being treated differently than Lake Minnewashta. FIRE DEPARTMENT UPDATE. Chief Don Johnson reviewed February calls for service numbers, invited citizens to attend the annual Lions Pancake Breakfast being held at Station 1 on th April 12, discussed prevention activities, and the fire department’s participation at a Wellness Fair for a local business. PUBLIC HEARING: REQUEST FOR ON-SALE BEER AND WINE LICENSE, BLUFF CREEK GOLF COURSE, 1025 CREEKWOOD DRIVE. Todd Gerhardt presented the staff report on this item referencing a letter from Jim and Janet Sabinske who expressed concerns regarding the granting of the beer and wine license to Bluff Creek Golf Course. Mayor Laufenburger opened the public hearing. Mike Cohrs, General Manager of Bluff Creek Golf Course discussed what has been done to address safety concerns and what has been done to be good neighbors. Having worked with Mike Cohrs, David Kirkbride, 2080 Boulder Road discussed his integrity and full support of the beer and wine license. Councilwoman Tjornhom moved, Councilman Campion seconded that the City Council approves the request for an on-sale beer and wine license from Bluff Creek Golf Association. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 2 City Council Summary – March 23, 2015 COUNCIL PRESENTATIONS. Mayor Laufenburger reminded citizens that The Mayor Is In will occur on Thursday from 9:00 a.m. to 11:30 a.m. at City Hall and discussed the review process associated with the Quadrant development. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt informed the council that Paul Oehme has been appointed to the Local Road Research Board. CORRESPONDENCE DISCUSSION. None. Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
