If there are additional items, projects or research the Planning Commission would like to undertake, please direct staff Finance Phone 952 2271140 2014 REVIEW Fax 952 2271110 Park&Recreation The Planning Commission reviewed 35 planning cases in 2014. Included as part of Phone 952 2271120 these reviews were 5 code amendments, 5 conditional use permits, 3 interim use Fax 952 2271110 permits, 1 land use map amendment, 2 planned unit developments, 2 rezonings, 8 site plan reviews, 11 subdivisions, 7 variances and 3 wetland alteration permits. Recreation Center 2310 Coulter Boulevard In 2014, the City issued building permits for 153 dwelling units. New commercial developments will continue on a lot-by- wwwci chanhassen mn us lot basis as the population increases Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow SCANNED Planning Commission April 7, 2015 Page 2 With the City Council review of the Lifestyle Center at Highway 212 and Powers Boulevard, 2015 will involve a development stage review of the Planned Unit Development if the project is to move forward. The applicant shall submit the development stage application including preliminary plat with all supporting data The Planning Commission conducts the hearing on the preliminary plan and the rezoning and reports its findings and makes recommendations to the City Council for action. The development stage shall include preliminary plat and a proposed development plan for the entire site In conjunction with the Lifestyle Center, an update of the 2005 MUSA Alternative Urban Areawide Review (AUAR)will be required The AUAR will look at the environmental and infrastructure impacts of proposed development and determine any appropriate mitigation measures City Code Some minor amendments to the city code will be necessary to bring the code in line with recent state building code changes Amendments to the code for erosion control, surface water management and storm water runoff may also be required to bring the city into compliance with state and watershed district standards. Miscellaneous City Council has approved the County Road 61 Corridor Plan land use map amendments, which have been submitted to the Metropolitan Council for review The Metropolitan Council review should be completed by May With the city's reinstatement to the Metropolitan Council's Livable Communities Act, a Housing Action Plan must be reviewed and approved The Housing Action Plan should not only address the kinds of implementation efforts to be employed but, where possible, the general timeframe in which they will be undertaken The Plan should identify, as best as possible, the number of households to be assisted, or housing umts to be produced or rehabilitated through the various programs and activities that will be pursued. (June) Surface Water Management Plan Update will be undertaken this summer. MN Statute Chapter 103 requires that the city prepare a surface water management plan every 10 years or when watershed management organizations update their plan Our 2nd generation plan was adopted in 2006 and must be updated by 2016. Additionally, all four watershed management organizations with jurisdiction within the City of Chanhassen have updated their plans and National Pollution Discharge Eliminations Permits were reissued in 2013 To satisfy these changes, we are in the process of updating our Surface Water Management Plan. Another joint Environmental, Parks and Planning Commission tour is proposed for fall 2015. Planning Commission April 7, 2015 Page 3 ACTION The Planning Commission may present additional items which they may review/research in 2015 Any other suggestions that the Commission would like to see staff address will be added to the list Subject to Planning Commission concurrence, staff will forward this report to the City Council.
