Planning& MnDOT is also planning to construct acceleration lanes on TH 5 at the

with representatives from MnDOT on the preliminal•y design of new acceleration

7901 Park Place Powers Boulevar�d intersection. The proposed turn lane improvements at Powers

The Municipal Agreement Program provides funding for construction projects
Web�i�� that are developed and adininistered by local agencies and provide a benefit to

to pay for a portion of the constructiou c�osts of the project. Right-of-way, utility
relocation, and final design Gosts are not eligible for funding.

If the City's application is successful, the grant will provide additional funding for the overall
TH 5 project. Staff has been working with MnDOT to establish the budget and financing plan
for the left-turn lane improvements and the Municipal Agreement Program was identified as a
possible source of funding. MnDOT's project scoping report estimated the left-turn lane
improvement cost at $1,013,707.00. The maximum funding available for any individual project
through this program is $710,000. Staff is proposing to i•equest the maximum funding amount.
MnDOT would be responsible for the remaining cost of the project. If the City is successful in
receiving the grant funds, the funds would be transferred to MnDOT. However, depending on
MnDOT's workload, MnDOT may request the City complete the design for•the turn lane. If the
City has to complete the design woi•k, a separate agreement would be required to have MnDOT
pay the City for these services. It is the intent of this project that the City would not have to pay
for any engineering services or construction costs. The only expenditure would be City staff
time.
The Municipal Agreement applications are due on June 10, 2015. Successful grant applications
will be posted in October, 2015. Funds for the project would become available July 1, 2016 and
construction would begin in the summer of 2016.

WHEREAS, a grant application is for construction of a second left-turn lane for TH 5
traffic to turn onto northbound and southbound Powers Boulevard; and
WHEREAS, City staff is working also with MnDOT on the preliminary design of new
accelerations lanes for traffic entering TH 5; and
WHEREAS, the improvements will improve the safety and operation of the intersection;
and

This need is unlikely to move forward without the signal parent need(Need 4271)as the signal revision costs are consistent with rebuild costs. The �I
rebuild of this signal is slated for shortly after 2019(yet to be determined and planned). ADA costs need to be discussed further when these needs
move forward--should the costs be associated with the turn lane need,the signal need,or a combination of both? �
This need will include some WRE child needs in order to provide for a raised median and drainage. WRE also has stand alone needs in this area,and
those needs are added as a parent need.
Commissioner's Orders are anticipated using the current layout(7.8.14)on the south side of the intersection to provide for median modifications due to

This parent signal replacement need was added because the left turn lane addition will not occur without a parent signal need. The signal and turn lane
needs are being moved to 2049 at this time,so they can be moved forward when the signal life has been reached(likely will be programmed shortly
after 2019). ,
The ADA needs will need to be discussed when this project is moved forward--should they be attributed to the turn lane need,the signal need,or a I�
combination?ADA needs are included with this project(Need 4280 at$65k)but could be allocated differently when this project is moved forward. �
The signal replacement will be 1/2 MnDOT and 1/2 Carver County funded. The funding associated with the signal need will need to be updated when
the signal is programmed.
