An oveiview of the preliminaiy design process and four conceptual alig�lment alternatives were previously presented to the Council Finance at a work session on January 26, 20]5. The project const�•uction is not currently funded. City staff has been coordinating with MnDOT and Ca��ver County to develop a p��oposed financing plan. The schedule for the final design and construction phases of the project will be dependent on the determination of a project financing plan. DISCUSSION Based oi1 the evaluation of the alignment alternatives and the stakel�older engagement process, staff recommends that the Council consider Alternative#3 as the pi-efej•red alignment. This option has the least total estimated project cost($23 million) considering construction, right-of-way and indirect costs, and minimizes envii•onmental inlpacts to trees and wetlands. Alternative#3 does result in the need to acquire the four residential properties on Vogelsberg Trail. The pi•oject team has met with the Vogelsberg Ti•ail residents as a group on two separate occasions. While thef•e is an understanding of the need for the project,the discussion of the potential loss of their homes has been very emotional. Alteriiative#4 was developed as a possible solution to save the four Vogelsberg Trail homes; howevei-,the estimated cost is approximately $4 million more than Alternative#3. Based on recent discussions witl�the Vogelsberg TI•ail residents,there is some support for Alternative#3,but this support is not unanimous. There also is concern regarding the timing for the acquisition of their properties if Alternative #3 is selected, recognizing that the construction of the project is not currently funded. Staff has met with the Metropolitan Council and will likely be able to use RALF (Right-of-way Acquisition Loan Fund)to advance purchase properties if property owners wish to sell prior to MnDOT securing the necessary funds for right-of-way and construction. Currently funds are available in the RALF fund to purchase all the neeessary pz•operty needed for the Altei•nate#3 alignment. The City has used RALF funds in the past to purchase property for Highway 212 and for the 1•ealignment of Highway 101 north of Highway 212. Staff and the consulting team will review the alternative alignments,the evaluation matrix, and the 1•econlmended pi-efel-red alignment with the Council at the work session. We are requesting that the Council select a prefei•red alignment at this time to allow the environmental review process to proceed. Repi•esentatives of Cai�ver County and MnDOT have been invited to join us for this discussion.
