CC SUM 2015 05 11 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES MAY 11, 2015 Mayor Laufenburger called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom, Councilman McDonald, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, Todd Hoffman and Roger Knutson PUBLIC PRESENT: Larry Martin 7725 Vasserman Trail Karina Larson 5451 Zumbra Circle PUBLIC ANNOUNCEMENT: Mayor Laufenburger read a proclamation designating May 11- 15, 2015 as Law Enforcement Officers Week and Peace Officers Memorial Day on May 15, 2015. Resolution #2015-27: Mayor Laufenburger moved, Councilman McDonald seconded that the City Council approve a Proclamation Designating May 11-15, 2015 as Law Enforcement Officers Week and Peace Officers Day on May 15, 2015. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CONSENT AGENDA: Councilwoman Tjornhom moved, Councilwoman Ryan seconded to approve the following consent agenda items pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated April 27, 2015 2. Receive Planning Commission Minutes dated April 21, 2015 Resolution #2015-28: 3. Approve Resolution Accepting Community Sponsor Donations 4. Approval of Temporary On-Sale Liquor License, Chanhassen Rotary Club, Fourth of July Celebration, July 3 and 4 5. Highway 101 Improvements, Pioneer Trail to Flying Cloud Drive: a. Approve Agreement with MnDOT for Right-of-Way Acquisition b. Approve Joint Powers Agreement with Carver County c. Approve Purchase Agreement, Andrea Carty City Council Summary – May 11, 2015 6. Item Deleted Resolution #2015-29: 7. Resolution Accepting Donations of Lake Susan Park Ball Field Scoreboard and Lake Ann Park Ball Field Scoreboards (Fields #2 and #3), Chanhassen Athletic Association and Dugout Club All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. None. PUBLIC HEARING: 2015 STREET REHABILITATION (KERBER BOULEVARD) PROJECT NO. 15-02: ASSESSMENT HEARING AND AWARD CONTRACT. Paul Oehme presented the staff report on this item. Councilwoman Ryan asked for clarification on the scope of the trail project and the length of time the road will be closed. Councilman McDonald asked for clarification on the assessments for the multi-unit housing projects. Mayor Laufenburger opened the public hearing. No one spoke and the public hearing was closed. Resolution #2015-30: Councilwoman Tjornhom moved, Councilman Campion seconded that the City Council adopts the attached resolution accepting the bids and awards the contract for the 2015 Street Rehabilitation Project #15-02 to Park Construction in the amount of $998,317.80. All voted in favor and the motion carried unanimously with a vote of 5 to 0. Resolution #2015-31: Councilwoman Tjornhom moved, Councilman Campion seconded that the City Council adopts the assessment roll for the City Project #15-02, Kerber th Boulevard Street Rehabilitation (Powers Boulevard to West 78 Street) and the attached resolution. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CHILDREN’S LEARNING ADVENTURE, 7750 GALPIN BOULEVARD: REQUEST FOR REZONING APPROXIMATELY 14 ACRES FROM AGRICULTURAL ESTATE (A2) TO PLANNED UNIT DEVELOPMENT-RESIDENTIAL (PUD-R), AND SITE PLAN REVIEW FOR A 33,000 SQUARE FOOT CHILDCARE CENTER, APPLICANT: CLA CHANHASSEN, LLC/OWNER: AMERICANA COMMUNITY BANK. Kate Aanenson presented the staff report and Planning Commission update on this item. Councilwoman Tjornhom asked staff about the difference between the parapet height of 45 feet or 50 feet. Councilwoman Ryan asked for clarification of staff’s concerns with lighting, safety th concerns with the intersection of West 78 Street and Galpin Boulevard, hard surface coverage calculations, and the status of Parcel A. The applicant, Mike Clements reviewed highlights of the plan being presented for Children's Learning Adventure. Mayor Laufenburger asked the applicant about the number of Children’s Learning Adventures in the United States and the timeline for construction. Councilman Campion asked for more information on the parapet height and lighting plans. Councilwoman Tjornhom asked for clarification that the main concern from staff was the signage and lighting. Councilman McDonald asked about the hours of 2 City Council Summary – May 11, 2015 operation and lighting. Councilwoman Ryan asked about fencing and the undeveloped open space. Mayor Laufenburger opened up the meeting for public comment. Speaking as President of the Vasserman Ridge Homeowners Association, Larry Martin voiced support for this project noting it was the best plan they’ve seen for this property. Mayor Laufenburger asked about the number of employees, stormwater ponding, access to the site, the northern property remaining open space, issues associated with the U turn movements, and clarification of what’s included with the PUD ordinance. After questions and discussion amongst council members the consensus was to direct staff to allow the 50 foot height for the rotunda, and that signage and lighting be addressed and finalized in the PUD ordinance. COUNCIL PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt recognized Jack Atkins as the first Fire Fighter of the Year recipient. Mayor Laufenburger reminded everyone that the next council th meeting will be on Tuesday, May 26 and invited everyone to attend the Memorial Day th celebration at 12:00 noon on Monday, May 25. CORRESPONDENCE DISCUSSION. None. Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
