Approve Change Order for Associated Improvements to Meet Dept. of Health Review PROPOSED MOTION "The City Council approves Xcel Energy Underground Service Contract for Power Extension in the amount of $51,265.56 and Approve Change Order for Associated Improvements to Meet Dept. of Health Review in the amount of $36,040. City Council approval requires a simple majority vote of the City Council present. BACKGROUND At the July 28, 2014 work session, staff discussed the need for an additional well. At the April 28, 2014 Council meeting, the City Council awarded a consultant contract to Barr Engineering for Well No. 15 engineering services. On November 13, 2014, an open house was held for the proposed well at Pheasant Hill Park. At the February 9, 2015 City Council meeting, the Council approved a well drilling contract to Minnesota Builders, Inc. (MBI). The City of Chanhassen continues to grow and with this growth comes the need to add infrastructure to meet the growing demands of the community. The City's estimated water supply is 7,150 gpm and the current maximum day water demand is estimated to be 7,505 gpm. This suggests that the City's existing water supply is slightly undersized to meet current demands of the projected summer maximum day. The estimated firm water supply assumes the aquifer can yield at the current amount. As the City continues to grow, the difference between the firm water supply and the water demand will increase. The last municipal well drilled was in 2009. Chanhassen is a Community for Life . These sites included: • Properties along Galpin Boulevard • Lake Ann Park • The site of the old Melody Hill Tower east of Minnetonka Middle School West • A property next to Powers Pointe Development • Pheasant Hill Park The East Water Treatment Plant is close to capacity at this time with the existing well water available. The property adjacent to the Powers Pointe development is not recommended for a well at this time since it would be treated at the East Water Treatment Plant. As the aquifers in the area lower and become less productive, a new well for the East Water Treatment Plant may be necessary. The sites along Galpin Boulevard that were reviewed are premature at this time for a well. One site is on the land that is proposed for the West Water Treatment Plant. The other is on a property that could develop in the near future. The old Melody Hill tower and cellular communication equipment were still on the existing site so a new well cannot be drilled at this time. Lake Ann Park has also been reviewed for a new well. The future treatment of this well would be at a future West Water Treatment Plant. It was recommended the future Galpin Boulevard wells be developed first before the Lake Ann well site is developed for future treatment staging and raw water pipe extension phasing. The recommended site for Well No. 15 is in Pheasant Hill Park just north of Lake Lucy Road. The well will use the Jordan (PDCJ) aquifers. The location in the northern part of town is "upstream" from a groundwater perspective meaning there is an estimated additional water column available at this location as compared to other sites in the City. There are no known contamination sources near the proposed well that pose a realistic threat based on information available from the Minnesota Pollution Control Agency. The site should be considered not vulnerable under wellhead protection guidelines. There are several shallow private wells in the Pheasant Hill Park area and there are shallower Prairie du Chien wells. A confining layer is between the Prairie du Chien and the Jordan aquifer that will limit the anticipated draw down of the aquifer. The City has gathered the private well information off of State records and included it into the model. The Barr Engineering model shows no impact to these wells at this time. As the aquifers in the area potentially lower, future impacts may occur. To power this well, Xcel Energy will need to extend 3 -phase power to the site. The closest location to extend power from is at Gaplin Boulevard. Xcel Energy plans to extend a buried power line from Galpin Boulevard along Lake Lucy Road to the well site. Xcel's fee for this work is $51,265.56. As part of the early design, staff contacted the Minnesota Department of Health (MDH) to discuss the preliminary design including the proposed below grade vault containing the electrical gear. This is the same design used by the City and approved by the MDH. The City has used below grade vaults for well improvements so most of the infrastructure is not above ground and hidden from public view. The MDH indicated at that time that the vault would be acceptable. Once design was completed the plans and specifications were sent to the MDH for review in January 2015. Initial feedback on the submitted plans and specifications were received on March 11, 2015. After discussions between the City and Barr Engineering, the City chose to modify the plans and specifications to allow for injection of the water treatment chemicals above grade and requested that the MDH allow the electrical components to remain in the below grade vault. This was the most cost effective solution. The modifications in general included: • Addition of 4 -inch piping and a booster pump for feeding the chemical into the water main • Increasing the size of the onsite building to accommodate the additional piping, pumps, and chemical injection points • Electrical equipment and controls modifications required for operation of the booster pump • Removal of the safety shower from the project (to be supplied by the City) The net cost of the change order is an increase of $36,040.00. Because of the MDH requested changes, the project has also been delayed. The project is scheduled to be completed by the end of October. The project was budgeted in the 2015 Capital Improvement Plan. As a part of the Well 15 project, an initial call was made to the MDH to discuss the concept for the design including the below grade vault containing the electrical gear. The MDH indicated at that time that the vault would be acceptable. Once design was completed the plans and specifications were sent to the MDH for review in January 2015. Initial feedback on the submitted plans and specifications were received on March 11th, 2015. At that time, the MDH objected to the below grade electrical vault and below grade chemical feed injection. On June 11th 2015, MBI submitted change order request 1 b for the modifications required for injection of the chemicals above grade (attached). These modifications included: • Addition of 4 -inch piping and a booster pump for feeding the chemical into the watermain • Increasing the size of the onsite building to accommodate the additional piping, pumps, and chemical injection points • Electrical equipment and controls modifications required for operation of the booster pump • Removal of the safety shower from the project (to be supplied by the City) The net cost of the change order is an increase of $36,040.00. Barr has reviewed the costs submitted for this additional work, and it is our opinion that these costs are reasonable. Xcel Energy will backfill trench with existing soil. Restoration of construction area on Customer property is the responsibility of the Customer. 4. Xcel Energy is not responsible for any Customer -owned underground facilities not marked or exposed at the time service is installed. 5. The underground installation may be subject to a winter construction charge if construction occurs between October 1 and April 15. CITY OF CHANHASSEN agrees to pay this charge if Xcel Energy determines winter conditions, as defined in the General Rules and Regulations of Xcel Energy's Electric Rate Book as they exist at the time the underground facilities are installed. Xcel Energy will waive the winter construction charge if prior to October 1st the Customer is ready to accept electrical service, has executed this form and has notified Xcel Energy in writing that the requirements of Paragraph 2 hereof have been fulfilled. 6. The underground facilities installed by Xcel Energy, shall be the property of Xcel Energy and any payments made by the Customer, or their Customer's contractor, shall not entitle the Customer to any ownership interest or rights therein. 7. The Customer agrees to pay the cost of installling or relocating any portion of said underground facilities from the Company's designated location, if relocation is made to accommodate the customer's needs, or necessary because of Customer alterations to the grade, additions to structures, installation of patios, decks or gardens or any other surface or subsurface condition that makes maintenance of Xcel Energy's facilities impractical. 8. Customer must provide, at minimum, the following clearance around the transformer: front, 10 feet; sides and back, 2 feet. EXCEPTION: side facing building must have 30" clearance. These clearances must be at the same grade as the transformers. If screening is to be used, the area in front of the transformer must be left open or a hinged door, easily operable by one person, must be provided. The area must be accessible 24 hours a day.
