WS 2015 07 27 CHANHASSEN CITY COUNCIL WORK SESSION JULY 27, 2015 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, Kevin Crooks, Greg Sticha, and Chief Don Johnson PUBLIC PRESENT: None. REVIEW FEASIBILITY STUDY, WEST WATER TREATMENT PLANT. Paul Oehme provided background information, reviewed the scope of the feasibility study, discuss findings, and reviewed the water distribution maps of the city. Kevin Crooks discussed the system wide modeled water quality map. Mayor Laufenburger asked staff to clarify what happens when residents call about bad smelling or colored water. Mr. Crooks noted that the City has never failed a clean water test. Myles Jensen with SEH discussed the objectives of the pilot study for removal of iron and manganese, and reviewed the chart showing raw water quality for Wells 3, 7, 8 and 9. Paul Oehme reviewed the recommended design for the west water treatment plant based on the results of the pilot study. Mayor Laufenburger asked for clarification on using an aeration system. Paul Oehme discussed the option of using one large water treatment plant versus several satellite plants with the recommendation to do one large plant which is consistent with the Comprehensive Plan. Myles Jensen reviewed the preliminary building and site layout for the west water treatment plant. Councilwoman Ryan asked how the site was chosen for the West Water treatment plant. Councilman Campion asked if this plant could handle the whole city. Paul Oehme explained that during low times in the winter the east plant could be closed and the west could service the entire city. He then reviewed preliminary cost estimates. Mayor Laufenburger asked about the next step. Paul Oehme stated the project is slated for 2023 in the capital improvement program and explained how the project could be funded. Greg Sticha explained the project will be bonded and that information will be incorporated into the utility rate study which will be reviewed by council in October. REVIEW FIRE DEPARTMENT RESPONSE TIMES AND DETERMINE ACCEPTABLE RESPONSE TIMES BASED ON CURRENT DUTY CREW PROGRAM. Todd Gerhardt asked Chief Don Johnson to review the baseline data that has been collected from August 1, 2014 to June 30, 2015 and explain where the information comes from for response time standards, and calls by district. Todd Gerhardt asked about the difference between urban and suburban response times. Chief Johnson reviewed travel times, duty crew update, proposed City Council Work Session – July 27, 2015 enhancements and concerns in the future.
