WORK SESSION

Mayor Laufenburger called the work session to order at 5:25 p.m.

ANALYZE STORMWATER CLASSIFICATION AND ACREAGE CHARGE: IDENTIFY
POTENTIAL PROPERTIES THAT QUALIFY FOR CREDITS.
Terry Jeffery provided background information on the surface water management enterprise fund,
reviewed the existing surface water management development fees and correlation to impervious surface
for single family through commercial developments. Staff is recommending to modify the surface water
management fee structure to accurately reflect current regulations, surface water science and to
incentivize developers to incorporate best management practices which results in abstraction of
stormwater runoff through infiltration, storm water capture and use of other emerging technologies.
Mayor Laufenburger asked for clarification on the City being the primary point of contact and how will
the changes affect property owners. Todd Gerhardt explained that Terry Jeffery will bring this
information to Ehlers and Associates for their review and accuracy and bring back the information with
the utility rate study. Councilman McDonald asked for clarification on why staff is proposing these
changes.
FINAL REVIEW OF PRELIMINARY 2016 BUDGET BEFORE SETTING THE
PRELIMINARY LEVY.
Greg Sticha reviewed what will be presented in the regular meeting regarding setting the preliminary
levy. He reviewed the budget calendar, budget assumptions used for Scenario #1, Scenario #2 and
Scenario #3, expenditures and per capita spending comparisons to other key financial strategy cities and
cities within Carver and Hennepin County. Staff is recommending setting the preliminary levy using
Scenario #2. Council members expressed support for recommending Scenario #2. Mayor Laufenburger
asked the City Manager if this item should be tabled until Councilwoman Ryan was present. It was
decided that the council could proceed at this time.
Mayor Laufenburger adjourned the work session at 6:25 p.m.
