WS 2015 09 28 CHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 28, 2015 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Paul Oehme, Kate Aanenson, Todd Hoffman, and Adam Beers PUBLIC PRESENT: None. IRRIGATION CENTRAL CONTROL SYSTEM COST BENEFIT ANALYSIS: REVIEW BENEFITS OF INSTALLING A CENTRAL CONTROL FOR THE CITY’S 14 IRRIGATION SYSTEMS. Todd Hoffman and Adam Beers gave a presentation on staff’s assessment of the cost benefit of installing a central control irrigation system. Mayor Laufenburger asked for clarification on what will have to change at each of the 14 individual sites to connect to this Sentinal System with a cost estimate of $82,000 for installation, asked about future maintenance costs and what other communities are using the Sentinal System. Todd Hoffman stated based on the need to conserve water and increase labor savings, staff would recommend including a central control irrigation system in a future capital improvement program. Councilman McDonald asked if the system can monitor ground moisture. Councilwoman Tjornhom asked for clarification on the Finance Director’s comments regarding future budget impacts. Todd Hoffman provided historical background on installation of the current irrigation system about 25 years ago. Councilwoman Ryan asked how software updates would be handled. Councilman McDonald asked how staff quantified the water and labor costs saved each year. Mayor Laufenburger asked about getting information from Plymouth on their cost savings. Councilman McDonald stated the council would need to see the entire CIP before adding this item in the 2016 CIP. Council members concurred that they would like to see how this item fits into the CIP when it comes back for final review. Councilman McDonald asked for more information on how the water savings number were estimated. DEVELOPMENT ACTIVITY: REVIEW AND INVENTORY LARGE DEVELOPABLE PARCELS AND ESTABLISH A TIMELINE FOR POTENTIAL DEVELOPMENT. Kate Aanenson reviewed large developable parcels owned by Mike Gorra, Creek Five Associates, and Prince. Todd Hoffman discussed the Comprehensive Plan that addressed trail systems around Lake Ann and Lake Lucy associated with the Prince and Gorra property. Kate Aanenson continued with discussion of the properties owned by the Holasek family, LCR Holdings and Level 7 Development, Mrs. Degler, Tim Erhart, Mr. Wilson, Bluff Creek Golf City Council Work Session – September 28, 2015 Course, Mustard Seed, Halla Family LP, and Halla Greens. Paul Oehme discussed the impact on the Halla properties with the realignment of Highway 101. Kate Aanenson discussed zoning along the Highway 61 corridor and realignment of Highway 101 from Pioneer Trail to County Road 61.
