WORK SESSION

Mayor Laufenburger called the work session to order at 5:25 p.m.

REVIEW 2016-2020 CIP.
Greg Sticha reviewed highlights of the 2016 Capital Replacement
Equipment Fund. Mayor Laufenburger asked for a comparison to communities in the amount of
money spent on IT equipment and software. Greg Sticha asked that the Toro Polar Trac
equipment scheduled for 2016 be purchased in 2015 so that it can be used for the 2015-2016
winter season. Greg Sticha reviewed highlights of the Park Dedication Fund allocations for
2016. In discussing Bandimere Park, Councilman McDonald asked how a referendum would
affect that project and if building a hockey rink is a good use of money. Todd Hoffman gave a
history on how the master plan for Bandimere Park was developed. Councilman McDonald
asked that the Park and Recreation Commission look at what other uses could be built with the
$400,000 scheduled to build the hockey rink. Mayor Laufenburger agreed that $400,000 seems
like a big number to build a hockey rink and would like that issue readdressed. Greg Sticha
reviewed highlights from the utility and street construction projects. Councilwoman Ryan asked
for clarification on the $1.2 million scheduled to repaint the Lake Lucy Water Pipe. Greg Sticha
reiterated that any item over $20,000 will have to be approved by City Council. Mayor
Laufenburger asked what action staff is looking for from council members prior to December
when the final document is approved.
REVIEW 2016 SPECIAL REVENUE AND ENTERPRISE FUNDS.
Greg Sticha explained the uses for special revenue funds. Chief Johnson reviewed how the
proceeds from pulltabs in the Charitable Gambling fund are used for public safety training and
equipment. Todd Gerhardt thanked Chief Johnson and Greg Sticha for building relationships
with the American Legion and educating them on how the charitable gambling funds are being
used by the city. Chelsea Petersen reviewed how money received from Mediacom’s franchise
fee is distributed through the Cable Television fund. Greg Sticha explained the need to maintain
a Cemetery Fund with the expansion of Pioneer Cemetery and how those funds are being used.
Paul Oehme reviewed Enterprise Funds for Water, Sewer, and Storm Sewer Operations. Greg
Sticha discussed how water conservation has affected water revenue numbers. Paul Oehme

continued with review of the Surface Water Management fund. Mayor Laufenburger asked
Todd Hoffman to comment on Carver County hiring an AIS manager position.
The work session was recessed at 6:55 p.m. It was reconvened at 8:55 p.m.

Kate Aanenson reviewed under-developed properties known as Gateway East 2 Addition, 78

West 78 Street, Brown Properties LLC, Valvoline, Chanhassen Shoppes LLC, and Colonial
Square. Todd Gerhardt discussed the fact that a brew pub is interested in locating on one of
these sites so City Council may want to revisit the 50/50 food and liquor sales. Kate Aanenson
continued discussing redevelopment of the Frontier Cinema Addition and Chanhassen Transit

Station, Arboretum Business Park 6 Addition, Seven Forty One Crossing, Crossroads of
Chanhassen, Southwest Transit, and NHH Lake Drive LLC.
DISCUSS 2015 METROPOLITAN COUNCIL SYSTEM STATEMENT, 2040
COMPREHENSIVE PLAN PROCESS.
Kate Aanenson reviewed the information received from the Met Council regarding the time line
for updating the 2040 Comprehensive Plan noting a big issue is showing property available for
affordable housing. She explained how staff will proceed with bringing information back to the
council over the next 2 years and asked for feedback on how to communicate with the residents.
Mayor Laufenburger commented that the item to Discuss Donations to Non-Profits will be
postponed until all council members are present.
Mayor Laufenburger adjourned the work session at 9:30 p.m.
