City Council approval requires a simple majority vote of those present. BACKGROUND The Drainage and Utility (D &U) Easements over Lots 1 and 2, Block 1, FRETHAM 15TH ADDITION were dedicated with the plat. Figure 1 shows the location of the easement centered on the property line between the two lots. The City does not have utilities or drainage features located in the D &U easements. In order to maintain a public D &U easement around the perimeter of each lot, the developer applied for a vacation of the current D &U easement. The developer would then, dedicate a new D &U easement centered on the revised property line as shown in Figure 2. This new D &U easement would follow the City Code required for perimeter easements.
