Classic Protective Coatings, Inc. Project No. PW158C2
PROPOSED MOTION
"The City Council accepts the bids for recoating the Lake Lucy Ground Storage
Reservoir, Project No. PW158C2 and awards a contract to Classic Protective
Coatings, Inc. in the amount of $684,985 for Alternate A."
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
The 3.5 million gallon Lake Lucy ground storage reservoir
is located at 6581 Peaceful Lane and was constructed in
1987. The reservoir interior and exterior coatings are
original with only minor exterior coating work completed
in 2001. The coatings are now 28 years old and have
served the City well having exceeded their expected design
life of 25 years. A ROV (remotely operated underwater
vehicle) inspection was completed in 2010 which showed
some coating failure. The interior and exterior of the tank
was reinspected this fall and the coatings were found to be
failing. The exterior of the tank is beginning to show signs
of flash rust. A minor recoating of the tank is not cost
effective. Also, it is recommended the interior of the tank
coating be replaced at this time.
DISCUSSION
The proposed project is to completely
remove the old coating and repaint the
interior and exterior of the tank. The
tank is in a residential area so the tank
will have to be fully covered or

removed and the tank is being painted. Some small structural improvements are necessary at this
time along with minor electrical improvements. Two cellular providers are located on the tank so
the equipment will have to be temporarily relocated for the duration of the project.
BIDS
The bid opening for the above referenced project was held on December 3, 2015 at 2:00 p.m. The
following five (5) bids were received as follows:

The Engineer's cost estimate for this project was $907,500.00 for both Alternates. Alternate A has a
spring construction start and Alternate B has a late summer construction start.
Bids were tabulated and checked for errors. Classic Protective Coatings, Inc. was the low bidder.
The company is located in Menomonie, Wisconsin. Reference checks have been made. Classic
Protective Coatings Inc. have repainted water tanks in Maple Grove, Cottage Grove, Rogers,
Shorewood and Bloomington in the past two years. They are one of the largest tank painters in the
upper Midwest. The City's project consultant, Kollmer Consutants, Inc. (KCI), has reviewed the
qualifications supplied by Classic Protective Coatings, Inc. and finds they meet the requirements of
the Project Specifications. KCI recommends that Classic Protective Coatings, Inc., be awarded the
contract for the Cleaning, Repairing and Painting of the 3.5 MMG Steel Ground Storage Reservoir.
Staff recommends awarding a contract for Alternative A with a spring construction start. Two
Chanhassen maple leaf logos will be repainted on the tank.

The mayor and clerk are hereby authorized and directed to enter into a contract with Classic
Protective Coatings, Inc. in the name of the City of Chanhassen for the Bluff Creek
Drive /Mayapple Pass Intersection Improvement Project according to the plans and
specifications therefore approved by the City Council and on file in the office of the city clerk.
Passed and adopted by the Chanhassen City Council this 10 day of December, 2015.

This project will remove the existing exterior paint and repaint the interior and exterior surfaces of the Lake Lucy stand pipe. The exterior paint
samples of the tank show the prime boat is too weathered to repaint and the existing paint has heavy metals and needs to be removed. Also, a
structural analysis of the tank has shown supports in the interior of the tank need to be replaced. The tank was constructed in 1987 with an exterior
coating placed in 2001. The base coat is now 27 years old and has served the City well, having exceeded the service life of 20 years.
Justification
kn inspection report will be dratted, prior to construction justifying the work. The tank was last painted in 2001.
