CHANHASSEN CITY COUNCIL
WORK SESSION
DECEMBER 14, 2015
The City Council held executive session from 5:00 .m. to 6:05 p.m. for the City Manager’s
performance evaluation. Mayor Laufenburger called the public portion of the work
session to order at 6:10 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Laufenburger, Councilman McDonald,
Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion
STAFF PRESENT:
Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, Todd
Hoffman, Greg Sticha, Rick Rice and Chief Don Johnson
CONTINUED DISCUSSION OF THE 2016 BUDGET.
Todd Gerhardt discussed the portable toilet contract and year end surplus options which were
discussed at the last work session. Mayor Laufenburger asked about the budget presentation at
the council meeting. Greg Sticha provided highlights of the budget presentation, staff’s
recommendation and funding for the picnic shelter initiative. Mayor Laufenburger discussed the
$14,000 which became available because of health insurance. Council agreed to use the $14,000
for employee salary increases to 2.85 percent. Mayor Laufenburger asked about options for the
projected surplus in 2016. Todd Gerhardt discussed starting to look at doing 2 year budget
projections for 2017-2018. Mayor Laufenburger asked staff for their preference of taking
$50,000 out of the revolving assessment fund or increasing permit revenues. Todd Gerhardt
stated his preference to take the $50,000 out of the revolving assessment fund rather than
increasing permit revenues. Councilwoman Ryan asked about allocating money for the picnic
shelter initiative through 2018 voicing her concern about the risk associated with anticipation of
surpluses being available in the future. Consensus was to use $50,000 to reduce the revolving
assessment fund. Councilwoman Ryan asked for clarification on where the $50,000 number
comes from.
Mayor Laufenburger adjourned the work session at 6:40 p.m.
