Resolution for Advancement of Municipal State Aid Funds
PROPOSED MOTION
"The City Council approves a resolution for Advancement of Municipal State Aid
Funds for City Project 16 -03: Highway 5 Acceleration Lanes and for City Project
16 -04: Park Road /Park Place Rehabilitation."
City Council approval requires a simple majority vote of the City Council present.
BACKGROUND
On November 23, 2015, the City Council approved the consultant contract with WSB &
Associates for the Park Road/Park Place Rehabilitation Project.
On May 26, 2015, staff discussed the Highway 5 Acceleration Lane improvements
project at Highway 101 /Dakota Avenue and Market Boulevard.

funds, without interest, if the state aid account has enough funds to cover the requests.

This process not only helps reduce the construction cash balance at the state level, but

also allows municipalities to fund projects that may have been delayed due to funding
shortages. The advancement of state aid funds for these projects is to help pay for the

The amount requested to advance is $1.1 million for the Park Road Rehabilitation project

the advancement paid off in two years at the current annual allotment. The City Council

will be asked to authorize using the advanced funds with the award of construction
contract in the spring.

RESOLUTION FOR MUNICIPAL STATE AID FUNDS ADVANCE FOR
CITY PROJECT 16 -03: HIGHWAY 5 ACCELERATION LANES AND
CITY PROJECT 16 -04: PARK ROAD/PARK PLACE REHABILITATION PROJECT
WHEREAS, the Municipality of Chanhassen is planning to implement Municipal State Aid Street
Project(s) in 2016 which will require State Aid funds in excess of those available in its State Construction
Account; and
WHEREAS, said Municipality is prepared to proceed with the construction of said project(s) through the
use of an advance from the Municipal State Aid Street Fund to supplement the available funds in their State Aid
Construction Account; and
WHEREAS, the advance is based on the following determination of estimated expenditures:
Account Balance as of January 5, 2016 ($1,017,881.37)
Less estimated disbursements:
Project # 194 - 010 -15 $ 250,000.00
Project # 194 -127 -001 $1,100,000.00
Total Estimated Disbursement $1,350,000.00
Advance Amount (amount in excess of acct. balance) $1,350,000.00
WHEREAS, repayment of the funds so advanced will be made in accordance with the provisions of
Minnesota Statues 162.14, Subd. 6 and Minnesota Rules, Chapter 8820.1500, Subp. 10b; and
WHEREAS, the Municipality acknowledges advance funds are released on a first- come - first -serve basis
and this resolution does not guarantee the availability of funds.
NOW, THEREFORE, BE IT RESOLVED that the Commissioner of Transportation be and is hereby
requested to approve this advance for financing approved Municipal State Aid Street Project(s) of the
Municipality of Chanhassen in an amount up to $1.35 Million. I hereby authorize repayments from subsequent
accruals to the Municipal State Aid Street Construction Account of said Municipality of future year allocations
until fully repaid.

Justification
The City uses a Pavement Management System to monitor the condition of the City streets. While proper preventative maintenance extends the
life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
Rehabilitation projects extend the life of the street. In cases when utilities or poor sub grade needs to be replaced or where streets have
deteriorated to a point where rehabilitation will no longer be practical, reconstruction of the street is necessary. A feasibility study is written to
consider the merits of the project and scope of work.
Highway 212 improvement project included a pedestrian trail along the first 2,500 feet of Bluff Creek Drive. The resulting "gap" represents a
sing link in the City's trail system south to Flying Cloud Drive. Bluff Creek Drive is a difficult stretch of road to negotiate as a pedestrian in
absence of a trail This trail segment is planned to be constructed along with the 2017 MSA street reconstruction.
