SUBJ: 2016 Street Rehabilitation Project No. 16 -03 (Highway 5 Acceleration Lanes) and Project No. 16 -04 (Park Road and Park Place): Approve Resolution for Advancement of Municipal State Aid Funds PROPOSED MOTION "The City Council approves a resolution for Advancement of Municipal State Aid Funds for City Project 16 -03: Highway 5 Acceleration Lanes and for City Project 16 -04: Park Road /Park Place Rehabilitation." City Council approval requires a simple majority vote of the City Council present. BACKGROUND On November 23, 2015, the City Council approved the consultant contract with WSB & Associates for the Park Road/Park Place Rehabilitation Project. On May 26, 2015, staff discussed the Highway 5 Acceleration Lane improvements project at Highway 101 /Dakota Avenue and Market Boulevard. DISCUSSION Planning & M.S. 162.14, Sub. 6 provides for municipalities to request advancement of state aid Natural Resources funds, without interest, if the state aid account has enough funds to cover the requests. The advancement of state aid funds for these projects is to help pay for the Public Works street improvements, storm sewer improvements, signal improvements and trail 7901 Park Place replacement. Phone: 952.227.1300 Fax: 952.227.1310 The amount requested to advance is $1.1 million for the Park Road Rehabilitation project Senior Center and $250,000 for the Highway 5 Acceleration Lane improvements. While proper preventative maintenance extends the life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective. Rehabilitation projects extend the life of the street. In cases when utilities or poor sub grade needs to be replaced or where streets have deteriorated to a point where rehabilitation will no longer be practical, reconstruction of the street is necessary. A feasibility study is written to consider the merits of the project and scope of work. Highway 212 improvement project included a pedestrian trail along the first 2,500 feet of Bluff Creek Drive. The resulting "gap" represents a sing link in the City's trail system south to Flying Cloud Drive. Bluff Creek Drive is a difficult stretch of road to negotiate as a pedestrian in absence of a trail This trail segment is planned to be constructed along with the 2017 MSA street reconstruction.
