WS 2016 01 11 CHANHASSEN CITY COUNCIL WORK SESSION JANUARY 11, 2016 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, and Greg Sticha PUBLIC PRESENT: Jay Scott 9478 Riley Lake Road, Eden Prairie DISCUSS PURCHASE AGREEMENT FOR LOT 2, BLOCK 1, ZAMOR ADDITION, CHANHASSEN SHOPPES, LLC. Kate Aanenson presented an update on the purchase agreement for Chanhassen Shoppes, LLC for the property located on Lot 2, Block 1, Zamor Addition. Mayor Laufenburger asked for clarification on traffic circulation, the proposed building size, and the approval process. Councilwoman Ryan expressed concern with traffic circulation during peak times. Mayor Laufenburger asked council members if they were okay with this item being on the consent agenda at the regular meeting. Jay Scott discussed development options for the site. DISCUSS PROPOSED 2016 KEY FINANCIAL STRATEGIES. Todd Gerhardt reviewed the list of 2016 key financial strategies that were discussed at the work session on Saturday morning. Under the business subsidy program Mayor Laufenburger suggested changing the wording to educate the council on the business subsidy program. Councilwoman Tjornhom asked for clarification on the role of the EDA under this item. Councilman Campion asked that review of alternative energy sources and land use regulations for alternative energy sources be separate from the city wide energy audit. Councilwoman Ryan asked about transparency for development applications and suggested deleting the working together program that she had added. Mayor Laufenburger asked about review of commission with key financial strategy cities and surrounding communities. Todd Gerhardt reviewed the process for council to prioritize these strategies. DISCUSS PROPOSED LEGISLATIVE PRIORITIES. Todd Gerhardt informed the council that Chelsea Petersen has invited state and county th legislators to meet with the council on January 19 to review the City’s list of legislative City Council Work Session – January 11, 2016 priorities including upgrades to TH 101 from Pioneer Trail to CSAH 61, begin design of TH 101 north from Highway 5 to Crosstown Road, support of the “Opt Out” suburban transit agencies, unfunded mandates, local governance and planning, environmental projects, TH 5 project west of TH 41 to Norwood/Young America, and continued development of Highway 212. Mayor Laufenburger suggested adding discussion of the Metropolitan Council’s Governance Reform where the Suburban Counties of Anoka, Dakota, Carver and Scott are looking for reorganization of the Met Council. He discussed what the Chanhassen City Council will be asked to do in the future and asked if council would like to add this item to the list of legislative priorities. Councilwoman Tjornhom asked for more time to think about it. Councilwoman Ryan stated she would be interested in sharing this discussion with the legislators.
