2016 Annual Goals and Key Financial Strategies
Since 2003, the Chanhassen City Council has established annual goals and key financial strategies
(KFS). The goals/strategies cover a broad spectrum and are items the council feels need the most
attention over the coming year.
The City Council concentrates on four strategic areas and developed the 2016 goals through a series of
meetings with staff in January. The final results are:
COMPETITIVENESS
Create an environment for innovation and change, building on our strengths, creativity and skills:
• Mid -Year Review of KFS Strategies: Prepare a mid -year review of all KFS strategies for
presentation at the first meeting in August.
• Review Designation of KFS Cities: Determine if current KFS cities are still comparable to
Chanhassen and develop a timeline for how often this should be reviewed.
• Solar and Green Energy Initiatives: Discuss investments into solar and green energy initiatives
within the city.
STRENGTHEN THE CITY'S FINANCIAL POSITION
Provide financial stability and resources necessary to achieve the city's vision by exercising financial
stewardship, implementing best practices, and utilizing long-term financial planning tools:
Budget Process: Present the City Council with a list of potential cost-cutting measures earlier in
the budget process (June).
Two -Year Budgeting: A two-year budget process provides insight into impacts and
opportunities for increases/reductions for the following year. The development of long-term
financial goals and strategies help avoid last minute surprises. It also helps council/staff/public
better understand revenues, cost drivers, and hidden liabilities/opportunities.
PLANNING FOR THE CITY'S INFRASTRUCTURE
Create solutions for managing existing infrastructure and future growth in our community while
preserving a sustainable quality -of -life and protecting the environment:
• Solicit State Funding for TH 101 Between Pioneer Trail and CR 61: With completion of the
TH 101 River Crossing, the need to finish and upgrade TH 101 going up the bluff is greater than
ever.
• Preliminary Design, Layout, and Construction of a Second Water Treatment Plant: Evaluate the
best layout for the plant and incorporation of a park with the goal of starting construction in
2017.
• Alternative Sanitary Sewer Feasibility Study for the TH 101 and Pioneer Trail Area: Provide
alternative designs for sanitary sewer construction along Pioneer Trail. The current design goes
through the Bluff Creek Golf Course property.
• Market Boulevard Traffic/Feasibility Study: Provide an analysis of the current and future traffic
impacts along Market Boulevard from TH 5 to West 78th Street.
• Develop a Comprehensive Park Plan: Establish a vision for the city's overall park and trail
programs, including long-term park needs as well as replacement programs/policies.

ENHANCE LOCAL TAX BASE
Enhance the Comprehensive Plan with Current Goals and Policies, and Assess the Impact:
• 2040 Comprehensive Plan Update: The City's Comprehensive Plan is updated every ten years.
This process establishes the vision and sets the course for guiding future land use, park and
recreation, transportation, and water resources for the next two decades. Staff proposes an
extensive public process, involving people throughout the community.
• Business Subsidy Education: Council education on tax increment financing, Livable
Communities Act grants, Carver County CDA grants, etc; and develop a business subsidy
program for economic development policies/practices.
• Lifestyle Center Site: Work with property owners, community members, and City Council/staff
to develop a shared vision for the site.
The Chanhassen City Council will address each of these goals throughout the year as part of the regular
work session schedule. The city is committed to providing public services in the most efficient manner
possible and maximizing the public's return on their investment.

2016 Legislative Priorities
1. Upgrades to TH 101:
a. From Pioneer Trail to County Road 61; and
b. Begin Discussions Regarding Turnback and Upgrade of TH 101 North from
Highway 5 to Crosstown Boulevard to a "Super Two -Lane" Design/Safety
Improvements
C. State Bonding Authority: Use the state's bonding authority to fund MnDOT's
turnback projects. The state needs to look at additional resources for the
transportation needs of the metropolitan region. Using the state's bonding
authority is the first step in meeting this growing need.
These are the last two segments of TH 101 to be turned back to Carver County.
• The city needs these corridors upgraded to improve safety, expand economic growth,
create new jobs, and expand our tax base.
• Staff is working with other agencies on next steps.
• Possible funding source from the state level, the state's bonding authority, and
advancing State Turnback Funds.
Problem: No funding source exists for construction of either segment of TH 101.
Additional funding needs to be put into the flexible highway account to accelerate
construction of both segments and other important turnback projects in the region.
2. Support "Opt -Out" Suburban Transit Agencies: Chanhassen supports opt -out cities
and suburban transit agencies, in concurrence with the findings of the Office of the
Legislative Auditors January 2011 Governance of Transit Report. Creation of these
agencies provided residents and businesses with a desired service that met their needs
while maintaining financial and management controls. The State should refrain from
infringing on the ability of local agencies to provide and control bus services for the
benefit of area businesses and residents. Suburban riders are an integral part of the
suburban transit system.
3. Unfunded Mandates: Chanhassen opposes both current and future statutory changes
that create mandated tasks that require new or added local costs without a corresponding
funding mechanism. Without a funding source, Chanhassen is potentially in the position
of having to increase property taxes and/or fees. These unfunded mandates add to the
responsibilities for cities and the ability to fund traditional service needs.
Local Governance & Planning: The city strongly supports participation in cooperative
arrangements, but strongly opposes any effort to weaken the ability of local governments
to provide the best services and benefits for their communities (levy limits, unfunded
mandates, cooperative purchasing, and ability to grant variances). Local budgets are
subject to intense public scrutiny. Inflation alone forces cities to spend more money to

maintain current service levels. The people who know what is best for this city are the
people who live and work here.
4. Environmental: The permitting processes are too time-consuming and streamlining the
processes would be a good start (NPDES, MS4, Non -degradation, Wetland Conservation
Act, and Clean Water Act requirements, EPA Standards and Regulatory Rules, etc.).
Meet with Terry Jefferies to discuss which process is best to streamline (to be
determined).
5. TH 5 Project Improvements (West of TH 41 to Norwood Young America): This is a
joint project with MnDOT; Carver County; and the Cities of Victoria, Waconia,
Norwood/Young America, and Chanhassen.
Problem: No funding or schedule to snake the corridor four lanes.
6. Highway 212: Continue Development of Highway 212.
• The development of Highway 212 from County Road 147 on the Chaska/Carver
border to the City of Cologne.
Problem: No construction funding source secured.
