WORK SESSION

Mayor Laufenburger called the work session to order at 5:30 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Laufenburger, Councilman McDonald,
Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion
STAFF PRESENT:
Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, and Todd

FINALIZE 2016 KEY FINANCIAL STRATEGIES.
Todd Gerhardt explained that typically
anything with an average ranking of 2 or less becomes a strategy. He reviewed the results of the
average rankings for the following key financial strategies: alternative sanitary sewer feasibility
study for TH 101 and Pioneer Trail of 1.4; Market Boulevard traffic feasibility study of 1.4;
solicit state funding for TH 101 between Pioneer Trail and CR 61 of 1; 2040 Comprehensive
Plan update of 1.2; Lifestyle Center site of 1.8. Councilman McDonald and Mayor
Laufenburger felt this item was more market driven than City driven. Preliminary design, layout
and construction of a second water treatment plant of 1. Mayor Laufenburger asked when the
financial part of this item will be discussed. Develop a long term playground replacement
program of 2; budget process of 1.6; 2 year budget process of 1.8; review designation of FKS
cities of 1.8; regular town hall meetings to receive public input of 2.2. Council members
discussed their difference in ranking for this item. City-wide energy audit of 2.4; business
subsidy program of 1.2; mid-year review of KFS strategies of 1.6; review city commissions of
2.8; and solar and green energy initiatives of 1.8. Todd Gerhardt explained that anything ranked
2 or lower would go onto a KFS strategies list. Councilman Campion suggested changing the
wording from business subsidy program to business subsidy education.
UPDATE ON 2016 STREET IMPROVEMENT PROJECTS.
Paul Oehme reviewed the
purpose and need, proposed utility improvements, budgets and assessments for the 2016
proposed street improvements projects for the Minnewashta Manor area, Fox Chase area, Trolls
Glen area and Park Road and Park Place. Councilwoman Ryan asked about the options for
watermain replacements. Mayor Laufenburger asked about neighborhood feedback and council
action. Councilwoman Ryan asked about the 10 day notification period required by state statute
and if the city could look at increasing that to 14 days.
Mayor Laufenburger adjourned the work session at 6:50 p.m.
