SUMMARY MINUTES
JANUARY 26, 2016
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Cole Kelly, Steve Scharfenberg, Luke Thunberg, Jim Boettcher, Rick
Echternacht, Jennifer Hougham, and Lauren Dale
MEMBERS ABSENT:
Brent Carron
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Recreation Supervisor; and Adam Beers, Park Superintendent
APPROVAL OF AGENDA:
Chairman Kelly approved the agenda as published.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman provided an update on items scheduled for
upcoming Park and Recreation Commission meetings.
APPROVAL OF MINUTES: Boettcher moved, Thunberg seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
December 8, 2015 as presented.
NEIGHBORHOOD PARK SHELTER INITIATIVE: RECOMMENDATION TO CITY
COUNCIL TO AWARD QUOTE FOR CARVER BEACH PARK AND GREENWOOD
SHORES PARK PICNIC SHELTERS.
Adam Beers presented the staff report on this item. Chairman Kelly asked if the City has worked
with the low bidder, Northland Recreation in the past. Adam Beers explained that they worked
on the Pioneer Pass project.
Scharfenberg moved, Thunberg seconded that the Park and Recreation Commission
recommends the City Council award the quote for the picnic shelters at Carver Beach Park
and Greenwood Shores Park to Northland Recreation in the amount of $37,242. All voted
in favor and the motion carried unanimously with a vote of 7 to 0.
LONG RANGE PARK AND RECREATION PLAN: RECOMMENDATION TO THE
CITY COUNCIL OF PROPOSED LONG RANGE PARK AND RECREATION
PROJECTS.
Park and Recreation Commission Summary – January 26, 2016
Todd Hoffman presented the staff report on this item. Commissioner Boettcher asked for
clarification on the timeline for obtaining funding for the recommended projects. Commissioner
Echternacht asked about discussions for a possible soccer field at Westwood Church. Chairman
Kelly asked about funding sources for the recommended projects and why the Bluff Creek trail
connection was not included. Commissioner Scharfenberg asked staff to explain the thought
process behind their recommended projects and which projects are included in the 5 year CIP.
Chairman Kelly nominated Commissioner Scharfenberg to chair a committee to look further into
the use of referendum or general obligation bond funding for the $6,872,500 in recommended
park projects. It was decided that the Park and Recreation Commission would meet in a work

session at 7:00 p.m. on February 9 at City Hall.
2016 FEBRUARY FESTIVAL PREVIEW.
Katie Favro reviewed the schedule of events for

February Festival being held on Saturday, February 6.
ADMINISTRATIVE PACKET.
Todd Hoffman discussed the watercraft inspection program
with Carver County.
COMMISSION MEMBER PRESENTATIONS.
Commissioner Boettcher discussed the
events associated with Carver County Parks candle lit ski event being held at Minnewashta Park

on February 13.
Thunberg moved, Scharfenberg seconded to adjourn the meeting. All voted in favor and
the motion carried unanimously with a vote of 7 to 0. The Park and Recreation
Commission meeting was adjourned.
