WS 2016 02 08 CHANHASSEN CITY COUNCIL WORK SESSION FEBRUARY 8, 2016 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Ryan, and Councilman Campion COUNCIL MEMBERS ABSENT: Councilwoman Tjornhom STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, Todd Hoffman, Greg Sticha, and Lt. Eric Kittelson ANNUAL OVERVIEW OF LAW ENFORCEMENT AND 2016 WORK PLAN. Todd Gerhardt introduced Lt. Eric Kittelson who reviewed numbers and accomplishments in 2015, year end data comparisons for 2015 to 2014. Laufenberg asked for clarification on the deputies use of education versus issuing citations, and the difference between burglary and theft. In discussing drug violations Todd Gerhardt asked for clarification on how deputies are trained to identify drugs. Lt. Eric Kittelson reviewed an example of the patrol activity log data, and misdemeanor investigations before discussing the sheriff’s 2016 work plan’s mission, goal, and methods to implement goals. Mayor Laufenburger asked to see more information on the dashboard tools used by deputies. Councilwoman Ryan asked about the use of body cams. UPDATE ON SOLAR GARDEN PARTICIPATION. Greg Sticha provided an update on the City’s participation in solar gardens at Blue Lake and what is planned for the City’s participation beyond Blue Lake with Tru North and US Solar contracts. He explained that it is staff’s belief not to participate with Tru North due to an escalator clause. Staff asked for guidance from council on how to proceed with future agreements explaining staff has concern of not going over 50 percent participation and limit the amount of contracts the City enters into. Councilman Campion asked for data on the City’s energy use. Mayor Laufenburger explained that he does not feel the council has enough information to give guidance at this point and asked staff to bring back more information. Greg Sticha explained that the Tru North and US Solar offers expire in 30 days (end of February). Mayor Laufenburger stated consensus seems to favor moving forward with US Solar but not with Tru North without further information. The work session was recessed at 6:55 p.m. It reconvened at 8:05 p.m. City Council Work Session – February 8, 2016 DISCUSS PROCESS FOR 2040 COMPREHENSIVE PLAN. Kate Aanenson reviewed the timeline for the 2040 Comprehensive Plan review and eventual submittal to meet the Met Council deadline in 2018. Council members endorsed getting the commission members to meet together with a vision exercise to gather input on the different needs but emphasized the need for public input as well.
