SUMMARY MINUTES
FEBRUARY 22, 2016
Mayor Laufenburger called the meeting to order at 7:05 p.m. The meeting was opened
with the Pledge to the Flag.
COUNCIL MEMBERS PRESENT:
Mayor Laufenburger, Councilman McDonald,
Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion
STAFF PRESENT:

Councilwoman Ryan moved, Councilman McDonald seconded to approve the agenda
amended to add Item G-2 under New Business, consideration of a resolution in support of
Metro Council Reform in Governance. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
CONSENT AGENDA: Councilwoman Tjornhom moved, Councilman McDonald
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated February 8, 2016
2. Receive Planning Commission Minutes dated February 16, 2016
3. Receive Park and Recreation Commission Minutes dated February 26, 2016
Resolution #2016-16:
4. Approve Lease Assignment for Old Village Hall.
Resolution #2016-17:
5. 2016 Street Improvements Project 16-01: Approve Plans &
Specifications.

Resolution #2016-18:
7. Approve Purchase of Fire Department Mini Pumper.

Resolution #2016-19:
9. Approve Resolution Authorizing No Park Zone along Lotus Trail.
10. Approve Award of Quote for Toro Sentinel Irrigation System.
11. 9641 Meadowlark Lane, Planning Case 2016-04: Approve Wetland Alteration Permit to
Construct a Driveway on Property Zoned Rural Residential District (RR) and Located
Lot 7, Block 1, Riley Lake Meadows. Applicant/Owner: David Vogel.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS: COUNTY COMMISSIONER GAYLE DEGLER,
PRESENTATION OF HIGHWAY 101 BRIDGE MEMENTO.
Carver County Commissioner Gayle Degler thanked the City of Chanhassen, Carver County,
City of Shakopee, Scott County, MnDOT and Ames Construction for the cooperation and
partnership in completing the river crossing bridge before handing out a memento of the sign
showing the flood water stage in 1965 and 1993.
LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
Asst. Chief John Murphy
reviewed the January numbers for staffing, calls for service, training, other activities attended by
members of the fire department and locations of fire inspections. Councilwoman Ryan asked
about the accident that happened on Trunk Highway 5 on Saturday morning and what can be
done with that stretch of highway, such as lowering the speed limit. Lt. Eric Kittelson discussed
the accident as well before providing monthly numbers for January and inviting the public to

participate in the Act on Alzheimers focus group on April 14.
APPROVE CONSULTANT CONTRACT, WEST WATER TREATMENT PLANT AND
NEIGHBORHOOD PARK.
Paul Oehme presented the staff report on this item, noting Greg Johnson with WSB was present
to answer any questions. Councilwoman Ryan asked staff to comment on untreated water being
safe and if future growth has been taken into consideration. Mayor Laufenburger asked for
clarification on capacity, treated and untreated water, neighborhood meetings, and funding
sources before asking Greg Johnson to provide background information on WSB and Associates.
Resolution #2016-20: Councilman McDonald moved, Councilman Campion seconded that
the City Council approves a consultant contract with WSB and Associates Inc for design
and construction administration services for the west water treatment plant in the amount

of $965,326.00, City Project No. 15-03. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
CONSIDER ADOPTION OF A RESOLUTION SUPPORTING PRINCIPLES FOR
REFORM OF THE METROPOLITAN COUNCIL.
Mayor Laufenburger discussed the resolution in support of the principles presented to the City
Council by a Suburban County Coalition. Todd Gerhardt voiced staff’s support of the resolution.
Resolution #2016-21: Councilman McDonald moved, Councilwoman Tjornhom seconded
that the Chanhassen City Council adopts the Resolution Supporting Principles for Reform
of the Metropolitan Council. All voted in favor and the motion carried unanimously with a
vote of 5 to 0.
ADMINISTRATIVE PRESENTATIONS.
Todd Gerhardt discussed the meet and greet being
put on by Southwest Chamber of Commerce and Buy Chanhassen at Byerly’s and the luminary
walk that was held on Friday with 100 participants.
COUNCIL PRESENTATIONS.
Mayor Laufenburger noted the Mayor Is In will be held on

February 28 at Byerly’s Caribou Coffee from 9:00 to 11:30 a.m.
CORRESPONDENCE DISCUSSION.
None.
Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the
meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 8:05 p.m.
