SUBJ: Review Special Services Agreement with Carver County for
Watercraft Inspections
The city's 2016 budget includes $53,500 in expenditures for the Aquatic Invasive
Species Management Program. These dollars are invested in a Special Services
Agreement with Carver County to provide watercraft inspections at City owned
public water accesses on Lotus Lake, Lake Ann, and Lake Susan. The mission of
the program is to "promote healthy aquatic ecosystems through the propagation
and preservation of native and desirable flora and fauna." This mission shall be
pursued through the enactment of the following strategies and services:
• Education and Outreach — Collaborate with other organizations to
develop and disseminate educational materials to consumers of area lakes
and waters.
• Watercraft Inspections — Collaborate with Carver County, the Minnesota
Department of Natural Resources, Watershed Districts, Watershed
Management Organizations, and other municipalities and groups to
provide inspections of watercraft entering and exiting area lakes through
launches owned and maintained by the City of Chanhassen.
Data Collections — In conjunction with other organizations, monitor area
lakes for potential vectors of introduction into area lakes and the presence
of invasive or noxious species.
The funding sources for watercraft inspections are currently programmed to
include a $25,000 contribution from the Riley Purgatory Bluff Creek Watershed
District (RPBCWD), a $14,500 contribution from the City of Chanhassen, a
$2,000 contribution from Carver County, and an anticipated contribution of
$12,000 from the Lotus Lake Conservation Alliance. Carver County also provides
the overall administration of the watercraft inspection program. In the event that
one or more of these funding sources is reduced or eliminated, the program hours
and duration would be reduced.
