Chairman Kelly called the meeting to order at 7:30 p.m.

APPROVAL OF AGENDA: Chairman Kelly approved the agenda as presented.
PUBLIC ANNOUNCEMENTS: Todd Hoffman discussed the successful Luminary Walk
which was held on Friday at the Chanhassen Nature Preserve.
VISITOR PRESENTATIONS. Glenn Kaufmann, 6870 Redwing Lane and Dave Hess, 8682
Flamingo Drive, members of the Chanhassen Lions Club, discussed plans for the 100 year
anniversary of the International Lions Club next year and the list of possible projects that could
be done at city parks or playgrounds.

APPROVAL OF MINUTES: Boettcher moved, Echternacht seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
January 26, 2016 as presented. All voted in favor and the motion carried unanimously
with a vote of 7 to 0.
RECOMMENDATION TO CITY COUNCIL REGARDING PARK AND TRAIL
CONDITIONS OF APPROVAL FOR PROPOSED WILSON TREE FARM
SUBDIVISION; GONYEA HOMES.
Todd Hoffman presented the staff report on this item. Bill Coffman with Gonyea Homes, 1000
Boone Avenue, Golden Valley concurred with staff’s recommendation and noted he was
available to answer questions. Commissioner Carron asked about the change in contour from
Lot 46 to the wetland. Commissioner Hougham asked about the cost for trail extensions.
Carron moved, Boettcher seconded that the Park and Recreation Commission recommends
that the City Council apply the following conditions of approval concerning parks and
trails for the proposed subdivision of the Wilson Tree Farm Property by Gonyea Homes:
1. Full park dedication fees shall be collected per city ordinance in lieu of requiring
parkland dedication; and
2. Dedication of an outlot adjacent to Lot 32 to accommodate future construction of a trail;
and
3. Planning, engineering and construction of two planned 10 foot wide trail connections
leading from two cul-de-sacs into the Fox Woods Preserve; and
4. Planning, engineering and construction of a planned 10 foot wide Highway 101 trail
connection between the current trail terminus at the Bandimere Park Pedestrian
Underpass and the northern terminus of the plat adjacent to and along Highway 101.
Trail right-of-ways within the subdivision shall be provided within outlots as a condition of the
plat. Acquisition of trail easements outside of the plat shall be the responsibility of the City of
Chanhassen.
The Developer shall be responsible for the installation and payment of the two planned 10 foot
wide trail connections leading from two cul-de-sacs into the Fox Woods Preserve.
For those sections of the Highway 101 trail situated north and south of their property boundaries,
the Developer shall be reimbursed by the City of Chanhassen for the full cost of planning,
engineering and construction of a planned 10 foot wide Highway 101 trail connection between
the current trail terminus at the Bandimere Park Pedestrian Underpass and the northern terminus
of the plat along Highway 101.

For that section of the Highway 101 trail located within or adjacent to the Developer’s project
boundary, the applicant shall be reimbursed by the City for the cost of the aggregate base, trail
surfacing, retaining walls and storm water systems utilized to construct the trail. This
reimbursement payment shall be made upon completion and acceptance of the trail and receipt of
an invoice documenting the actual costs for the construction materials noted. Labor and
installation for the trail surface and design, and engineering and testing services for all
components of the Developer’s section are not reimbursable expenses.
All trails shall be 10 feet in width, surfaced with asphalt and constructed to meet city
specifications.
All voted in favor and the motion carried unanimously with a vote of 7 to 0.
RECOMMENDATION TO CITY COUNCIL TO APPROVE ROUNDHOUSE PARK
SPORT COURT IMPROVEMENTS INCLUDING ONE TENNIS COURT, FOUR
PICKLEBALL COURTS AND ONE-HALF COURT BASKETBALL AND
ADVANCEMENT TO THE 2016 PARK FUND CIP.
Todd Hoffman presented the staff report on this item. Chairman Kelly opened up the meeting
for public comment. John Saindon, 4181 White Oak Lane expressed concern with the courts
being changed in the future to meet demand, the location of the ice skating rink not covering the
basketball court, and that the courts be handicap accessible from the parking lot. Adam Welsch,
4140 Lakeridge Road stated that Roundhouse Park was a big reason why he bought his house
8 ½ years ago and that his family uses and enjoys the park. He voiced support for the proposed
improvements but asked for an adjustable hoop for the basketball court, that trees be planted for
shade, installation of a drinking fountain, conversion between tennis courts and pickleball courts,
is in favor of leaving the open play space, and asked if the half court basketball could be made
into a full sized basketball court. Sue Morgan, 4031 Kings Road expressed concern with
drainage from the amount of asphalt being added and suggested the use of water gardens. John
Saindon asked about installing a wind barrier on the fencing around the tennis and pickleball
courts, and suggested lighting the courts. Andreas Gehring, 3900 Minnewashta Court, noting he
was a big hockey fan, stated support of a future hockey rink and asked about cost savings with
combining the tennis and basketball courts together and deleting pickleball. Chairman Kelly
asked staff to explain the increase in funding and moving construction from 2017 to 2016.
Commissioner Hougham asked for feedback from pickleball players about their requested needs.
Representing the pickleball folks, Jeanette June discussed what pickleball is, how it’s played and
the popularity of the sport. Karin Maas, 4151 Red Oak Lane provided a history of living by
Roundhouse Park for the last 15 years and the development that’s occurred. She supports the
tennis and pickleball courts being added and noted she would be in favor of a recreational ice
skating rink over a hockey rink. Sue Morgan expressed concern with the limited parking at the
park and people coming from Victoria and Chaska to play pickleball. After comments from
commission members the following motion was made.

Hougham moved, Echternacht seconded that the Park and Recreation Commission
recommends that the Chanhassen City Council approve the construction of Roundhouse
Park Sport Court improvements including one tennis court, four pickleball courts and one
half court basketball, advance the project to the 2016 Park CIP and amend the maximum
budgeted expenditure to $254,000 for these improvements. All voted in favor and the
motion carried unanimously with a vote of 7 to 0.
RECREATION PROGRAM REPORTS:
FEBRUARY FESTIVAL EVALUATION. Katie Favro presented the staff report on the
February Festival evaluation thanking all the volunteers and city staff that helped with this event.
Commissioner Echternacht asked about not bringing back ice fishing demonstrations next year
and if there were issues with the Cub Scouts fishing before the start of the contest.
DADDY/DAUGHTER SWEETHEART DANCE EVALUATION. Katie Favro presented the
staff report on the Daddy/Daughter Sweetheart Dance evaluation.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. None.
CORRESPONDENCE PACKET. None.
Carron moved, Echternacht seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned at 9:00 p.m.
