Mayor Laufenburger called the work session to order at 5:00 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Laufenburger, Councilman McDonald,
Councilwoman Tjornhom, and Councilwoman Ryan
COUNCIL MEMBERS ABSENT:
Councilman Campion. Councilwoman Tjornhom was not
present for the work session following the regular City Council meeting.

COMMISSION INTERVIEWS:
City Council members interviewed applicants to the Planning
Commission, Park and Recreation Commission and Environmental Commission from 5:00 p.m.
to 7:00 p.m.
The work session was recessed at 7:00 p.m. It was reconvened at 7:50 p.m.
REVIEW SPECIAL SERVICES AGREEMENT WITH CARVER COUNTY FOR
WATERCRAFT INSPECTIONS.
Carver County Planning and Water Management Manager, Paul Moline provided background
information on what the department does before introducing Andrew Dickhart, Aquatic Invasive
Species Coordinator on what boaters and the public can expect in the future. He reviewed the
history and background of the watercraft inspection service in Carver County since 2011,
reviewed the plan and partnerships for 2016, the schedule for inspections on city lakes, and
inspection expenditures. Councilwoman Ryan asked about Riley Purgatory contributing $2,000
less than last year. Mayor Laufenburger asked who will be overseeing the program. Andrew
Dickhart stated that that was his job for Carver County. Mayor Laufenburger asked for
clarification on the revenue source from the Initiative Foundation. Andrew Dickhart continued
with reviewing what boaters can expect when they arrive at the launch sites, decontamination
program at Lake Waconia, proof of inspection trailer-tag service, educational offerings, and
what’s next into the future. Paul Moline discussed key partners and stakeholder input with the
different entities involved with the AIS program being offered by Carver County, i.e. watershed
districts, West Metro AIS task force, lake associations, cities, and park commissions. He
discussed that there will be a stakeholder forum to track the growth and impact of zebra mussels
on county lakes. Todd Hoffman stated staff will be bringing back an agreement for council to
approve in the future. Mayor Laufenburger asked the Park and Recreation Commission
City Council Work Session – March 14, 2016
members to comment on the need for watercraft inspections at Lake Ann and Lake Susan for the
fishing opener. Jim Boettcher noted zebra mussels tend to spread when the water temperature is
warmer than in May.
Mayor Laufenburger adjourned the work session at 8:35 p.m.
