From: Date: Re: Approval of Membership to the Surface Water Management Plan Update Task Force PURPOSE The City is in the process of updating its Surface Water Management Plan. Part of that process includes citizen involvement. To that end, staff recommends the City Council approve the eight (8) members of the SWMP Update Task Force. BACKGROUND In November 2004, the City Council approved a contract with Short Elliott Hendrickson (SEH) for the update of the City's Surface Water Management Plan (SWMP). Task 2 of that contract is a public input and involvement process. This public process is essential in ensuring the plan is useful to citizens and that Chanhassen's water resource improvements are appropriately prioritized. Also included in the contract were 6 meetings with a task force. The task force meetings will be coordinated by staff and SEH. Staff is requesting the Council approve the membership of the task force. PURPOSE The roles of the task force have been identified by staff. The anticipated roles of the task force are: 1) To review surface water management policies and goals, including those involving education, monitoring strategies and management standards; 2) To determine priorities for property acquisition; 3) To establish priorities for natural resource restoration projects; and 4) To review the findings of the studies on SWMP financing. SWMP Task Force July 25, 2005 Page 2 of 2 MEETINGS Meetings will be held monthly from August 2005 through December 2005 or January 2006. Each meeting will have a different focus. Below is a general outline of the proposed meeting schedule. August 2005: Background on Surface Water Management in Chanhassen and requirements for SWMP Management Standards for Ponds and Wetlands Management Standards for Creeks and Lakes Priorities and Financing Review of Draft Plan and Recommendations Final Review and Wrap-Up (if necessary) September 2005: October 2005: November 2005: December 2005: January 2006: MEMBERSHIP The task force is designed be a small group of Chanhassen residents who are generally knowledgeable about and interested in water resources and their management. Four elected or appointed officials have volunteered to serve in this capacity, as have four citizens at large. Each citizen task force member is a resident of a different part of the city. Staff recommends the following volunteers be approved for task force membership: Elected/Appointed Officials . Bethany Tjomhom, City Council; . Lee Scholder, Environmental Commission; . Annette ElIson, Minnehaha Creek Watershed District; and . Tim Erhart, Riley-Purgatory-Bluff Creek Watershed District. RECOMMENDA TION Staff recommends the City Council approve the membership of the Surface Water Management Plan Update task force as outlined in the staff report.
