Common complaints were overly aggressive solicitors and suspicious sales tactics, such as asking to come inside the home. This type of behavior is not criminal; and to date in 2005, no residential crimes reported in Chanhassen have been linked to solicitors. Revised on June 27, 2005, the Chanhassen city ordinance on door-to-door solicitor/peddler is as follows: All for-profit organizations are required to register with the City and must display a Chanhassen solicitor photo ID badge when soliciting in the city. The following are exempt from having to register with the City and are not required to carry a Chanhassen solicitor photo ID badge: . Children age 17 or younger, soliciting for school sponsored activities. . Religious, charitable, or non-profit organizations. Door-to-door solicitation hours are between 9 a.m. and 8 p.m. The solicitor photo ID badge issued by the City ofChanhassen is not an endorsement of the solicitor's product. The objective of the ordinance is to aid the City in managing the activity of door-fo-door solicitation. Recommendations: . Immediately call 911 to report the following violations: * A solicitor selling for a profit organization who does not display the Chanhassen solicitor photo ID badge. * A solicitor refuses to leave property after you have asked them to leave. . Be careful of whom you let in your home. . Remind your teenage children on how to deal with strangers and rules of safety, as they may answer the door when you're not home. The burglaries occur between midnight and 4am. The snspect(s) make entry by breaking a window and stealing only lottery tickets. The suspects then cash the tickets in the morning hours before Lottery HQ's computers are online. Lottery retailers can do the following to help prevent these crimes: . SECURE YOUR LOTTERY TICKETS IN A LOCKED ROOM AFrER HOURS, LEAVE A SIGN THAT THIS HAS BEEN DONE - suspects cost businesses more money in broken windows than they do from lost lottery tickets . DO NOT CASH TICKETS BEFORE SAM - The suspects do not attempt to cash tickets after Sam because they know that they will be flagged as stolen after that time. . BE SUSPICIOUS OF PEOPLE WITH :: OR 3 TICKETS WHO ATTEMPT TO CONCEAL THEIR IDENTITY WHILE CASHING THEM OUT (hooded sweatshirts and scarves over fac~ sunglasses when its dark out, etc) One suspect complained that there wasn't enough money to cash her 100.00 dollar ticket and stood by in the store for over 20 minutes with a scarf concealing her face the entire time. .
