WS 2016 04 11 CHANHASSEN CITY COUNCIL WORK SESSION APRIL 11, 2016 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion SENIOR COMMISSION MEMBERS PRESENT: Cheryl Ayotte, Barbara Nevin, Dorina Tipton, Carol Buesgens, and Jackie Engel PARK AND RECREATION COMMISSION MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim Boettcher, Rick Echternacht, Jennifer Hougham, and Lauren Dale STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Todd Hoffman and Sharmeen Al-Jaff JOINT MEETING WITH THE SENIOR COMMISSION. Barbara Nevin discussed volunteer activities commission members have been involved with over the past year. Jackie Engel discussed transportation issues associated with WeCab. Mayor Laufenburger asked for clarification on Jackie’s role as Rider Registrant for WeCab. Jackie Engel asked council members to think about contributing to WeCab as all the other cities in Carver County have done. Mayor Laufenburger explained that the council has decided to meet state statute and not contribute to any non-profit organizations before asking to see an operating sheet for expenses and revenue for WeCab. Councilwoman Ryan asked to learn what the other cities have done to circumvent state statutes. Jackie continued discussing services being offered with Southwest Prime. Mayor Laufenburger asked how costs compare between the two services. Barbara Nevins discussed services associated with prolonging independent living in the home that are supported by the Senior Commission. Dorina Tipton discussed Carver County’s Office of Aging which is supporting the ACT on Alzheimers initiative and asked council members to attend the rd community open house on Saturday, April 23 at Chanhassen Library. Cheryl Ayotte discussed investigating options to attract younger seniors/Baby Boomers. Councilwoman Tjornhom commented on the make up of today’s senior commission members compared to 10 years ago. JOINT MEETING WITH PARK AND RECREATION COMMISSION. Chairman Kelly discussed including the Rec Center with the Park System Master Plan, projects that could be included with upcoming bonding and asked for feedback on what the council would like to see the commission working on in the future. Mayor Laufenburger discussed funding for a long term plan for the entire city noting the park system will be included with that long range plan. Chairman Kelly discussed timing on finishing Bandimere Park. Councilwoman Ryan asked what type of questions will be asked with a survey. Todd Hoffman discussed the City Council Work Session – April 11, 2016 process associated with the RFP for the park master plan. Councilwoman Tjornhom commented on the use of a survey and if people are willing to pay for the improvements they want. Todd Gerhardt stated that the commission and council will see the questions prior to the survey being conducted and discussed that the City has never had a comprehensive master park plan in conjunction with other departments in the city. Chairman Kelly explained that the commission is very excited to move forward with the master park plan process and to receive input from citizens. Mayor Laufenburger asked commission members to get involved with neighbors, colleagues, etc. in getting people involved with the public process. Commissioner Carron commented that the commission and council will need to work closely once the master plan is completed on how to proceed with implementing projects. Todd Hoffman reviewed the history on how the city’s parkland at Lake Ann and Bandimere were acquired and developed. Commissioner Scharfenberg asked for clarification on the role of the commission in planning the 5 year CIP prior to the master plan being completed. Councilman McDonald commented on Bandimere Park being a jewel park and to keep in mind individual residents as well as athletic associations.
