CC SUM 2016 04 25 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES APRIL 25, 2016 Mayor Laufenburger called the meeting to order at 7:05 p.m. The meeting was opened with the Pledge to the Flag. Mayor Laufenburger read an invitation for residents to attend Arbor Day th activities on Saturday, May 7 at Roundhouse Park. PRESENTATION OF ARBOR DAY POSTER CONTEST AWARDS. Mayor Laufenburger presented awards to the runners up for the Arbor Day poster contest to: Olivia Wilson, Garrett Lyles, Vivian Larson, Genevieve Larson, Libby Witcombe and Melanie Stewart-Hester before presenting an award to the Grand Prize winner, Ava Casey. PRESENTATION OF CERTIFICATES OF APPRECIATION TO COMMISSIONERS. Mayor Laufenburger presented Certificates of Appreciation to Amy Omann for her work on the Environmental Commission and Mark Nelson for his work on the Senior Commission. PRESENTATION OF MAPLE LEAF AWARD TO GLENN KAUFMANN, ENVIRONMENTAL COMMISSION. Mayor Laufenburger presented the Maple Leaf award to Glenn Kaufmann for his years of service on the Environmental Commission. CONSENT AGENDA: Councilman McDonald moved, Councilwoman Tjornhom seconded to approve the following consent agenda items pursuant to the City Manager’s recommendations: City Council Summary – April 25, 2016 1. Approve City Council Minutes dated April 11, 2016 2. Receive Park and Recreation Commission Minutes dated March 22, 2016 Resolution #2016-32: 3. Approve Resolution Proclaiming May 7 as Arbor Day in Chanhassen. 4. Approve Temporary On-Sale Intoxicating Liquor License, Priest Ordination Celebration, May 28, 2016 St. Hubert Catholic Community. 5. Approve Bid for Roof Replacement at Fire Station 1. 6. Approve Park and Recreation Department Annual Report. Resolution #2016-33: 7. Approve Resolution Authorizing Decertification of TIF #5 (North Bay) and TIF #9 (Gateway Place). 8. Approve Transfer of On-Sale 3.2 Beer and Wine License for Kai’s Sushi & Grill. 9. Approve Joint Powers Agreement with Carver County for Recreation Programs and Events. Resolution #2016-34: 10. Approve Resolution Authorizing Participation in Solar Subscription Agreement with U.S. Solar. All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. Heidi Hoks, Director of the Carver County Library System and Chanhassen Branch Manager Kathy Bognanni delivered the State of the Library presentation. Senator David Osmek provided an update on legislative activities at the State Senate level. Councilwoman Ryan asked for the location along Highway 7 where the Senator referenced a speed change. Nicole Nejezchleba, 2581 North Manor Road asked if the City is planning on putting on a memorial for Prince. Mayor Laufenburger explained that the City is not planning a memorial. That will be left up to Prince’s family. LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE. Lt. Eric Kittelson provided an update on the law enforcement data from March. Councilwoman Ryan commented on the Tonka Cares meeting that herself and Mayor Laufenburger attended in which Lieutenant Kittelson spoke about illegal substance abuse. Chief Don Johnson provided information on fire department staffing, calls for service, training, and the Carver County Mutual Aid Chief’s meeting that was hosted at Fire Station 1. Councilman McDonald thanked Chief Johnson and Lieutenant Kittelson and their departments for their handling of Prince’s death and memorial. 2 City Council Summary – April 25, 2016 APPROVE APPOINTMENT TO THE PLANNING COMMISSION. Mayor Laufenburger moved, Councilman Campion seconded to appoint Mark Randall to finish out the term of Lisa Hokkanen on the Planning Commission. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 2016 STREET IMPROVEMENTS PROJECT 16-01: REJECT BID. Paul Oehme presented the staff report on this item. Mayor Laufenburger asked about neighborhood feedback, if staff has the capacity to do the project next year, if there will be any changes to the plans and specifications, and budget impacts. Nicole Nejezchleba, 2851 North Manor Road voiced neighborhood support for waiting another year for this project. Resolution #2016-35: Councilman Campion moved, Councilwoman Ryan seconded that the Chanhassen City Council rejects the bid for the Minnewashta Manor Reconstruction Project 16-01. All voted in favor and the motion carried unanimously with a vote of 5 to 0. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt thanked city staff and everyone involved with the Prince memorial over the weekend. COUNCIL PRESENTATIONS. Mayor Laufenburger and council members thanked everybody involved with the Prince memorial. Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the meeting.
