city level and because the east plant only removes iron and manganese, softening is not planned for
the new plant.
Components of the plant include:
• Detention Tank and Aeration Room. These components are used for pretreating the water
before it is filtered. This process helps make the filtration process more efficient.
• Filter Cells. This is the area where the iron and manganese is filtered out of the water.
• Process Room. The high service pump room contains the pumps that pump treated water from
the clear well into the distribution system.
• Clear Well. The plant is proposed to hold 250,000 gallons of filtered water.
• Control/Lab Room. This room will be where the computer controls will be located to run the
plant and the City's water system.
• Electrical. The electrical room contains the motor control equipment and electrical panels.
The location of this room in close proximity to the high service pump room and generator room
provide for short conduit and wire runs. The service entrance and automatic transfer switch are
located in this room.
• Mechanical. This room contains the boiler system for HVAC equipment.
• Blower Room. This room contains the air -wash blower for filter backwashing and the
compressor system for the automatic valves. The location of this room in on an outside wall
and provides space for air louvers.
• Generator Room. This room will have a standby generator which will be sized to run the plant
and one future on-site well. The generator will have a muffler (sound attenuation) similar to the
east treatment plant to reduce the noise.
Chemicals used to aid in iron manganese removal and for state and federal rules include:
• Sodium Permanganate. An effective oxidant used in potable drinking water treatment
applications for manganese removal.
• Orthophosphate. Added for corrosion control.
• Polymer Settling Aid. Used to settle out iron and manganese in the backwash tanks more
efficiently.
• Fluoride. Minnesota Statute 144.145 requires the fluoridation of water in all municipal water
supplies for the purpose of promoting public health through prevention of tooth decay.
• Chlorine. The addition of chlorine to water is the potable water producer's preferred choice to
protect against waterborne bacteria and viruses. It also provides residual protection to inhibit
microbial growth after the treated water enters the distribution system. Chlorine is also used in
the iron and manganese filtration process.
Currently, the west wells use chlorine gas as the disinfectant. Chlorine gas is the most cost effective
way to protect the water supply against pathogens. Most communities in the state of Minnesota and
nation use chlorine gas as the preferred form of disinfection. However, by consolidating the chlorine
gas from the west wells to a central location will require an EPA Risk Management Plan to be
drafted and approved. This plan will also need to be updated every five years.
Building Exterior Design and Landscaping
Although the design team has not started working on the exterior of the building or the landscape

plan, staff has some general goals and vision for the site. The property on which the plant is to be
constructed is compact and slopes generally from the northwest to the southeast. The topography of
the property will make it challenging from a constructability perspective. The surrounding
properties are residential. The goal of the site design is to have the building set into the hillside as
much as possible to take advantage of the topography to decrease visual impacts. The building's
exterior would be built with maintenance free materials and finishes such as stone, manufactured
stone products or brick similar to the east plant. Doors and windows, as well as, other fenestration
could have more of a residential look then the east plant. Staff would like to use "earth tone colors"
for exterior finishes. The use of evergreens and berms will likely be used at strategic locations to
visually break up the building. The rest of the site and park will have additional landscaping with
mainly deciduous trees.
Preliminary Cost Estimate
The preliminary construction cost is approximately $19.5 million which includes approximately $2
million to construct the raw water lines from the west wells to the plant. More accurate cost
estimates will be prepared at the completion of the 60, 90, and 100 percent complete phases of the
design.
The City has made application through the Minnesota Department of Health for grant and loan funds
to assist in financing the plant. These funds come with specific requirements that would add cost to
the plant construction but would lock in the interest rate at I% which is significantly below the rate
the City could sell bonds.
