PRC SUM 2016 04 26 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 26, 2016 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Luke Thunberg, Jim Boettcher, Jennifer Hougham, and Lauren Dale MEMBERS ABSENT: Rick Echternacht STAFF PRESENT: Todd Hoffman, Park and Recreation Director; Jerry Ruegemer, Recreation Superintendent; and Katie Favro, Recreation Supervisor PUBLIC PRESENT: Henry & Sara Maves 1455 Hemlock Way Al Weingart 1685 Steller Court Todd Neils 990 Saddlebrook Curve Terry Forbord APPROVAL OF AGENDA: Chairman Kelly added a comment from Steve Scharfenberg regarding the Red Birds Rally under Administrative Presentations. PUBLIC ANNOUNCEMENTS: Chairman Kelly, speaking on behalf of the Park and Recreation Department, acknowledged the recent loss of 2 neighbors to Lake Ann Park. Michael Joseph Gorra passed away on April 11, 2016 and Prince Rogers Nelson passed away on April 21, 2016. VISITOR PRESENTATIONS. Sara Maves, 1455 Hemlock Way asked for permission to install a Little Free Library at Pioneer Pass Park. Commissioner Carron asked for clarification on locating it in the park. Commissioner Boettcher asked about signage. Chairman Kelly asked about the City’s liability of having this in a city park. Boettcher moved, Thunberg seconded that the Park and Recreation Commission approve the installation of a Little Free Library at Pioneer Pass Park with the exact location to be determined by Sara Maves and any other representatives from the neighborhood meeting with the park and rec department. All voted in favor and the motion carried unanimously with a vote of 7 to 0. Park and Recreation Commission Summary – April 26, 2016 NOMINATION AND APPOINTMENT OF 2016/2017 CHAIR AND VICE CHAIR. Commissioner Carron nominated Cole Kelly as Chairman of the Park and Recreation Commission for 2016/2017. All voted in favor and the motion carried unanimously with a vote of 7 to 0. Commissioner Boettcher nominated Brent Carron as Vice Chair of the Park and Recreation Commission for 2016/2017. All voted in favor and the motion carried unanimously with a vote of 7 to 0. VISITOR PRESENTATIONS. Visitor presentations continued with Todd Neils, 990 Saddlebrook Curve who distributed a formal proposal to install concrete in the dugouts at Lake Ann Park on Fields 4, 5 and 6 with an approximate cost of $3,400. Carron moved, Scharfenberg seconded that the Park and Recreation Commission recommends the City Council accept the donation from the CAA and Dugout Club to install concrete pads at Fields 4, 5 and 6 at Lake Ann Park. All voted in favor and the motion carried unanimously with a vote of 7 to 0. APPROVAL OF MINUTES: Thunberg moved, Scharfenberg seconded to approve the verbatim and summary Minutes of the Park and Recreation Commission meeting dated March 22, 2016 as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECOGNIZE CITY COUNCIL APPOINTMENTS TO THE COMMISSION. Todd th Hoffman announced that on March 14 the City Council appointed incumbent Commissioners Cole Kelly and Rick Echternacht to 3 year terms and incumbent Youth Commissioner Lauren Dale to a second one year term. RECOMMENDATION TO THE CITY COUNCIL REGARDING PARK AND TRAIL CONDITIONS OF APPROVAL FOR A 12 LOT SUBDIVISION ON 8.96 ACRES OF PROPERTY LOCATED AT 1600 AND 1630 LAKE LUCY ROAD, YOSEMITE HOLDINGS, LLC. Todd Hoffman presented the staff report on this item. Commissioner Scharfenberg asked about construction of the trail to Pheasant Hill Park. Chairman Kelly asked for clarification of the zoning designation. Commissioner Hougham asked about park dedication fees versus the cost of installing the trail on city property. The applicant Terry Forbord introduced himself to the commission and provided his background information as a developer. Commissioner Scharfenberg asked about landscaping between the park and Lots 6, 7, 8 and 9. Carron moved, Hougham seconded that the Park and Recreation Commission recommends the City Council apply the following conditions of approval concerning parks 2 Park and Recreation Commission Summary – April 26, 2016 and trails for the proposed 12 lot subdivision on 8.96 acres of property located at 1600 and 1630 Lake Lucy Road, Yosemite Holdings, LLC: 1. Full park dedication fees for 10 lots shall be collected per city ordinance in lieu of requiring parkland dedication. 2. Dedication of a 20 foot wide trail and a utility and drainage easement between Lot 7 and Lot 8. 3. Planning, engineering, and construction per city standards of an 8 foot wide bituminous trail within this easement connecting public Street “A” and Pheasant Hill Park. 4. Relocation of the public sidewalk to the south side of Street “A”. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECREATION PROGRAM REPORTS: 2016 EASTER EGG CANDY HUNT EVALUATION. Katie Favro presented highlights of the Easter Egg Candy Hunt. Commissioner Scharfenberg asked for clarification on staff’s recommendation of changing this to a free event. ADMINISTRATIVE REPORTS: CHANHASSEN ARBOR DAY EVENT. Todd Hoffman discussed Arbor Day activities th planned for May 7 at Roundhouse Park. RED BIRDS BASEBALL OPENING DAY. Commissioner Scharfenberg discussed the Red Birds Rally. Chairman Kelly noted a couple possible typo’s on the schedule posted on the Red Birds website. CHANHASSEN MEMORIAL DAY CEREMONY. Jerry Ruegemer discussed activities th involved with the Memorial Day ceremony which will be held on Monday, May 30 at noon. COMMISSION MEMBER COMMITTEE REPORTS. Brent Carron passed along thanks from his neighbors for the work that was completed on the short cut in his neighborhood. COMMISSION MEMBER PRESENTATIONS. Commissioner Scharfenberg asked about possible special meetings over the summer months. Commissioner Hougham asked about a potential timeline for the park master plan process. 3 Park and Recreation Commission Summary – April 26, 2016 ADMIINISTRATIVE PACKET. Todd Hoffman commented on the review of the special services contract with Carver County for watercraft inspections. Chairman Kelly asked Jerry Ruegemer to comment on the new soccer mandates. Carron moved, Thunberg seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
