WS 2016 05 09 CHANHASSEN CITY COUNCIL WORK SESSION MAY 9, 2016 The City Council met from 6:00 p.m. to 6:50 p.m. for the Fire Fighters Memorial ground breaking ceremony. There was no action taken by the City Council at the work session. The work session reconvened at 8:30 p.m. after the regular City Council meeting. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, and Councilwoman Ryan. Councilman Campion was not present at the Fire Fighters Memorial ground breaking ceremony. STAFF PRESENT: Todd Gerhardt, Paul Oehme, Kate Aanenson, Todd Hoffman and Kevin Crooks PUBLIC PRESENT: Bob Klein, President Lake Harrison HOA Steven Miller Lake Harrison Road WEST WATER TREATMENT PLANT: PRESENT PRELIMINARY PLAN DESIGN. Paul Oehme presented an overview of the design for the west water treatment plant. Greg Johnson with WSB reviewed the preliminary site layout. Todd Gerhardt asked about additional outside buildings. Greg Johnson reviewed chemicals that will be used for treatment, issues associated with the use of chlorine, and the main level floor plan. Bob Klein asked how often chlorine is delivered. In reviewing the upper level floor plan, Greg Johnson explained how aerators will work. Paul Oehme reviewed the layout of the raw water line routes serving the west water treatment plant and goals being considered for building exterior design and landscaping. Councilwoman Ryan asked about lighting on the building. Mayor Laufenburger asked about signage on the building indicating this building is a water treatment plant. Bob Klein explained how he has been involved with the design process, along with Steven Miller who is also on the homeowners board, noting their interest and concern with putting a very commercial plant in the middle of a residential neighborhood. He asked that the building have a residential feel to its design and year round screening. Mayor Laufenburger emphasized the need to make this blend in with the residential neighborhood noting the building is a vital function for the city. Steven Miller voiced concern with noise and light pollution. Greg Johnson discussed preliminary construction cost estimates. Paul Oehme reviewed the schedule through 2018 for design and construction. City Council Work Session – May 9, 2016 2040 COMPREHENSIVE PLAN: SUMMARY OF PLANNING SESSION HELD ON APRIL 20, 2016. Kate Aanenson reviewed the results of the findings from the strategic planning session with the council and commissions. Councilman Campion asked that all invasive species be included with the Emerald Ash Borer problem. Kate Aanenson explained how this information will be studied and incorporated into the 2040 Comprehensive Plan update. Mayor Laufenburger asked about the upcoming review schedule, housing, land use, tax rate comparisons, and if staff was pleased with the results.
