REGULAR MEETING
SUMMARY MINUTES
MAY 24, 2016
Chairman Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Brent Carron, Jim Boettcher, Rick
Echternacht, and Lauren Dale
MEMBERS ABSENT: Luke Thunberg and Jennifer Hougham
STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation
Superintendent; Katie Favro, Recreation Supervisor; and Kate Aanenson, Community
Development Director
PUBLIC PRESENT:

APPROVAL OF AGENDA: The agenda was approved with the addition under public
announcements regarding the Memorial Day Ceremony.
PUBLIC ANNOUNCEMENTS: Jerry Ruegemer invited everybody to attend the annual

Memorial Day Ceremony being held on Monday, May 30 at City Center Park. Chairman Kelly
thanked city staff for their quick and efficient work with the Paisley Park memorial.
VISITOR PRESENTATIONS. None.
APPROVAL OF MINUTES: Boettcher moved, Echternacht seconded to approve the
verbatim and summary Minutes of the Park and Recreation Commission meeting dated
April 26, 2016 as presented.
COMPREHENSIVE PLAN UPDATE, KATE AANENSON, COMMUNITY
DEVELOPMENT DIRECTOR.
Kate Aanenson reviewed what was discussed at the joint council and commissions meeting that

was held on April 20. Commissioner Scharfenberg asked about the timeline for the update.
Commissioner Boettcher asked for clarification on the projected number of households in 2040.
Commissioner Carron asked how Chanhassen’s undeveloped land compares to surrounding
communities. Chairman Kelly asked about the need for a bridge or pedestrian crossing of some
sort on Powers Boulevard over Highway 5.

RECOMMEND APPROVAL OF RESOLUTION OF SUPPORT FOR CARVER
COUNTY MASTER PLAN AMENDMENT, SOUTHWEST REGIONAL TRAIL
CONNECTION.
Todd Hoffman provided background information on the corridor before introducing Carver
County Parks Director Marty Walsh who provided information on the requested change to their
Comprehensive Plan.
Scharfenberg moved, Boettcher seconded that the Park and Recreation Commission
recommends the City Council approves the resolution of support for the Carver County
Master Plan Amendment, Southwest Regional Trail Connection. All voted in favor and the
motion carried unanimously with a vote of 6 to 0.
INTRODUCTION OF 2016 KLEINBANK SUMMER CONCERT SERIES. Katie Favro
presented the staff report on this item.
RECREATION PROGRAMS:
LAKE ANN PARK SUMMER UPDATE. Jerry Ruegemer reviewed highlights of
concessions, picnic reservations and watercraft rentals.
2016 SUMMER PROGRAMS. Katie Favro reviewed highlights from the list of preschool,
youth and family activities being offered this summer.
SELF-SUPPORTING PROGRAMS: 2016 ADULT SOFTBALL. Jerry Ruegemer provided
an update on the adult softball program.
PROPOSED SPECIAL MEETINGS – ESTABLISH PARK AND TRAIL ACQUISITION
AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM TOUR AND JOINT
CITY COMMISSION TOUR DATES.

Todd Hoffman discussed two possible tour dates of June 14 for the Capital Improvement

Project tour and August 10 for the joint city commission tour.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. Commissioner Scharfenberg discussed the
Red Birds home opener and future schedule before asking Todd Hoffman to provide an update
on the work being done at Bandimere Park.
ADMINISTRATIVE PACKET. Todd Hoffman discussed the report regarding the Chanhassen
slope failure on the Hennepin County Regional Railroad Authority trail corridor.

Boettcher moved, Carron seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 6 to 0. The Park and Recreation Commission
meeting was adjourned at 8:30 p.m.
