WORK SESSION
JUNE 13, 2016
Mayor Laufenburger called the work session to order at 5:33 p.m.
COUNCIL MEMBERS PRESENT:

KEY FINANCIAL STRATEGY: ALTERNATIVE SANITARY SEWER FEASIBILITY
STUDY FOR THE TH 101 AND PIONEER TRAIL AREA.
Paul Oehme reviewed background information, the comprehensive sewer plan, and the
alternative sanitary sewer service for the TH 101 area south of Pioneer Trail. He discussed the
use of a temporary lift station for the Wilson Nursery Foxwood development. Mayor
Laufenburger asked for clarification on the associated costs for the temporary lift station. Paul
Oehme reviewed the pros and cons for options amending the comprehensive sewer plan. Mayor
Laufenburger asked for clarification on the use of assessments to pay for the upgrades.
Councilman Campion asked about the use of directional boring to install sewer lines. Paul
Oehme reviewed the schedule for neighborhood meetings and completion of the feasibility
study. Mayor Laufenburger asked if the best alternative would be to wait for development of the
Bluff Creek Golf Course. Council members directed staff to meet with affected neighbors to get
their feedback before proceeding.
KEY FINANCIAL STRATEGY: DISCUSS DESIGNATION OF KFS CITIES.
Greg Sticha reviewed the data used by staff to arrive at a list for possible key financial strategy
cities. Mayor Laufenburger asked if there were any cities that compare themselves to
Chanhassen that are not being used by staff before asking council members if they were
comfortable with pulling Andover and Farmington off the list and adding Inver Grove Heights
and Shakopee. Council members concurred with that suggestion.
DISCUSSION OF 10 YEAR WATER SUPPLY PLAN.
Paul Oehme discussed background for the DNR’s requirement that the City’s water supply plan
be reviewed every 10 years. Todd Gerhardt questioned the number of homes in Shorewood
being served by Chanhassen. Paul Oehme continued discussing community interconnects with
Chaska, Shorewood and Eden Prairie and the items outlined in the City’s water conservation

plan which suggests considering limiting irrigation during daytime hours, encourage more
landscaping features i.e. planting beds, trees, etc. and water reuse opportunities. Mayor
Laufenburger asked for council feedback on staff’s suggestions. Council members did not agree
with limiting irrigation hours during daytime hours and encouraged staff to provide continued
education.
Mayor Laufenburger adjourned the work session at 6:50 p.m.
