Planning & Natural Resources DISCUSSION Phone: 952.227.1130 Fax: 952.227.1110 Lift Station 32 is planned to be constructed along Powers Boulevard south of the Highway 212 south access intersection. The lift station is planned to be constructed Public Works when a development that can connect to the station is approved. The estimate to 7901 Park Place construct the lift station is $2,036,775. A portion of the future lift station on Fax: 952.227.1310 Powers Boulevard is proposed to be assessed to benefiting properties in the area. Senior Center Based on sewer flow calculations, 56% of the sewer to the lift station will come from Phone: 952.227.1125 the gravity flow sewer shed and in areas that will need a small local lift station as Fax: 952.227.1110 identified in the comprehensive plan. These areas are LB -3 and LB -5 identified in the comprehensive plan. The remaining 44% of the future flows (oversizing) of the Website lift station would come from LB -1 sewer shed district which is primarily along Flying www.ci.chanhassen.mn.us Cloud Drive (CSAH 61). Funding for the lift station is planned to be paid for with assessment to benefiting property owners and with sewer utility funds. Fifty-six percent (56%) of the cost of Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Powers Boulevard Lift Station (No. 32) July 11, 2016 Page 2 the station is proposed to be assessed back to the benefiting property owners. The remaining 44% of the cost is proposed to be paid for with sewer utility funds. This area charge is based on estimated developable acres. Wetlands and bluffs are removed from the acreage estimate. The Foxwood development can be considered a premature development since the sewer infrastructure necessary to service this development is not in place at this time per the Comprehensive Plan. The lots in this development are new so a per lot assessment is being proposed. Lots that do not have City sewer service are proposed to be assessed a flat rate. This rate would not be assessed at this time. Since the Foxwood Development is planned to be develop at this time, staff feels they should contribute their share to the eventual Lift Station 32 improvements. The City does not think others should be assessed for construction of Lift Station 32 at this time since there is no imminent development that currently needs the lift station. Only the Foxwood Development would be asked to pay for Lift Station 32 at this time since they are planning to develop and it would be very hard to assess the development in the future once it is buildout. The Foxwood Development portion of Lift Station 32 costs would be included in the development contract. At the time of construction of the lift station, the remaining assessment would be proposed. The assessments for the existing property owners that are on septic are proposed to be deferred until they hook up. The assessment for the existing property owners are proposed with no interest since it is unknown when they would be able to hook up. Properties that could be redeveloped are proposed to have assessments payable the next fiscal year and be charge interest at prime rate plus 2% at the time the assessments are approved.
