WS 2016 07 11 CHANHASSEN CITY COUNCIL WORK SESSION JULY 11, 2016 Mayor Laufenburger called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Ryan, and Councilman Campion COUNCIL MEMBERS ABSENT: Councilwoman Tjornhom STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, Todd Hoffman, Greg Sticha, Danielle Washburn REVIEW OF 2015 AUDIT REPORT, REDPATH COMPANY: Dave Mol from Redpath & Company reviewed highlights of the 2015 audit findings on the following reports: Opinion on the Fair Presentation of the Financial Statements, internal controls, and Minnesota Legal Compliance. Mayor Laufenburger asked if there were any legislative changes that occurred in 2015. Dave Mol continued discussing the report on communication to those charged in governance and pension reports. Andy Herring discussed the summary of financial activity chart, general fund budget performance report, general fund balance cash flow reserve chart, and water and sewer fund charts. Dave Mol in summary stated the city had a clean opinion with no recommendations. Mayor Laufenburger thanked Greg Sticha and his finance team for their great work. Greg Sticha thanked Danielle Washburn for doing 99 percent of the audit work before discussing transfer options for the $421,000 overage in revenues. Councilwoman Ryan asked if money has been used for traffic studies rather than the street reconstruction fund i.e. traffic study associated with the new Chick-fil-A. Todd Gerhardt explained that there are other funding sources available to fund studies. Councilwoman Ryan asked if building permit revenues have been greater than budgeted and if so, if those numbers should be reviewed. Todd Gerhardt explained how permit revenues are used and determined. ACT ON ALZHEIMER’S UPDATE. Jennifer Anderson, Public Health Program Specialist with the Carver County Health Department, presented background information on ACT on Alzheimer’s, the importance for Chanhassen, and highlights and progress. She reviewed a diagram of what a dementia friendly community looks like and the number of communities throughout the 7 county metro area and statewide being trained on ACT on Alzheimer’s. Mayor Laufenburger asked if the training being done at the county level will be brought down to communities in the county. Jennifer Anderson continued reviewing why ACT on Alzheimer’s is important for Chanhassen. Mayor Laufenburger asked about the number of people who know they have dementia. Jennifer Anderson explained that 50 percent of people living with dementia go undiagnosed before reviewing the 4 phases of the City Council Work Session – July 11, 2016 dementia friendly communities toolkit. The next steps for Carver County is to provide specific training for county staff, and provide training for community partners. Mayor Laufenburger asked if dementia and Alzheimer’s is identified by the American Disabilities Act (ADA) and what dementia friendly businesses can do physically before asking that the next update be done in a community setting such as the Chanhassen Library. KEY FINANCIAL STRATEGY: MID-YEAR REVIEW OF 2016 STRATEGIES. Todd Gerhardt provided an update on the mid-year review of 2016 strategies. In reviewing the key financial strategy of obtaining state funding for the Highway 101 upgrade Mayor Laufenburger encouraged staff to continue to use Katy Sen and Tom Scott with Messerli & Kramer to find funding opportunities. Todd Gerhardt asked for feedback on how to proceed in obtaining a county or state partnership before continuing his review update. ASSESSMENT METHODOLOTY FOR POWERS BOULEVARD LIFT STATION. Paul Oehme reviewed information on staff’s methodology for moving forward with the Powers Boulevard lift station, the 2030 comprehensive sewer plan, the Foxwood development’s use of a temporary lift station prior to completion of the Powers Boulevard lift station and funding options for assessments. Councilwoman Ryan asked if Arbor Glen is involved. Staff explained they are not included in this area. Mayor Laufenburger clarified that people other than Foxwood will not be assessed until they develop.
