WS 2016 07 25 CHANHASSEN CITY COUNCIL WORK SESSION JULY 25, 2016 Mayor Laufenburger called the work session to order at 5:35 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom and Councilman Campion. Councilwoman Ryan arrived during the snowplowing operations review. STAFF PRESENT: Chelsea Petersen, Paul Oehme, Kate Aanenson, Todd Hoffman, Greg Sticha, and Charlie Burke REVIEW SECOND QUARTER REVENUE ACTIVITY AND INVESTMENT UPDATE. Greg Sticha reviewed year to date revenue and expense activity. Mayor Laufenburger asked for an update from staff on building permit activity. Greg Sticha introduced Reid Christianson with Wells Fargo who reviewed the City’s investment portfolio. Mayor Laufenburger asked staff how this portfolio compares to 5 years ago, asked Reid Christianson how this being an election year affects investments and how Chanhassen’s portfolio compares to other cities. REVIEW 2015-2016 SNOWPLOWING OPERATIONS. Paul Oehme reviewed the annual report for snowplowing operations for 2015. Mayor Laufenburger asked how staff tracks incoming calls. Paul Oehme continued discussing salt usage, which is less than previous years, before discussing GPS use in the future using PreCise software. He discussed the benefits, how the system works and associated costs with an estimated return on investment in less than 2 years. Mayor Laufenburger asked staff to show the return on investment for 5 years out and savings on materials before asking for council feedback on using the PreCise beginning this fall. Councilman McDonald asked about accident numbers in 2015. Councilwoman Ryan clarified that this is more a need than a want. There was consensus to move forward with PreCise. DISCUSS POTENTIAL CITY CODE AMENDMENTS: LEGISLATION ON TEMPORARY FAMILY HEALTH CARE DWELLINGS (DROP HOMES). Kate Aanenson recommended that the City of Chanhassen take advantage of the opt out clause in Minnesota Statues, Section 462.3593 because the current legislation does not appear to adequately address a need and does not accommodate local concerns. Councilman McDonald asked for clarification on the definition of drop houses. Mayor Laufenburger clarified that the city has the tools in place to address these issues if they opt out. City Council Work Session – July 25, 2016 CUL-DE-SAC LENGTH. Kate Aanenson discussed the current length requirements for cul-de-sacs and suggested changes in city code wording. After discussion City Council concurred with keeping the current 800 foot length requirement. APPROVAL PROCESS FOR PORTABLE RESTROOMS. Kate Aanenson asked if the council wishes to modify the ordinance requiring City Council approval for temporary portable toilets and recommended that this item be associated with special events. Council concurred that approval of temporary portable toilets does not need City Council approval.
