JULY 26, 2016
Chairman Kelly called the meeting to order at 7:30 p.m.

PUBLIC ANNOUNCEMENTS: Todd Hoffman reminded the commission that Tuesday,

VISITOR PRESENTATION: None.
APPROVAL OF MINUTES: Carron moved, Thunberg seconded to approve the verbatim
Minutes of the Park and Recreation Commission meeting dated June 28, 2016 as amended
by Chairman Kelly on pages 12 and 14; and approve the summary Minutes of the Park
and Recreation Commission meeting dated June 28, 2016 as presented. All voted in favor
and the motion carried unanimously with a vote of 7 to 0.
PAVEMENT MANAGEMENT PROGRAM OVERVIEW; PAUL OEHME, CITY
ENGINEER/PUBLIC WORKS DIRECTOR.
Paul Oehme provided an overview of the City’s Pavement Management Program as it pertains to
the City’s trail system. Commissioner Scharfenberg asked how often the pavement is surveyed.
Commissioner Carron asked about timing for the Powers Boulevard trail.

RECOMMEND APPROVAL OF FOX WOODS PRESERVE MASTER PLAN; WSB
AND ASSOCIATES.
Todd Hoffman presented the staff report and background information on this item before
introducing Jeff Deitner with WSB and Associates who reviewed highlights of the planning
process and their recommendation for the master park plan. Chairman Kelly asked about the
location of the paved trail. Commissioner Hougham asked if the City has access to the trail
going south to the parking lot. Commissioner Carron asked how staff plans what trails should be
bituminous or what trails should be woodchips. Commissioner Scharfenberg asked for
clarification of the purple lines shown on the west side of the context map. Commissioner
Thunberg asked about the time line for development of the master plan, and future plans for a
trail on Pioneer Trail between Powers Boulevard and Great Plains Boulevard. Chairman Kelly
opened up the meeting to public comment. Jill Perkins, 1051 Homestead Lane asked about
lighting from a safety perspective and mosquito control. Johnnie Meyering, 1050 Homestead
Lane asked about future lighting, clarification of what’s being developed with the Foxwood
subdivision, and parking.
Scharfenberg moved, Thunberg seconded that the Park and Recreation Commission
recommends that the City Council approves the Fox Woods Preserve Master Plan as
drawn by WSB and Associated dated June 21, 2016. All voted in favor and the motion
carried unanimously with a vote of 7 to 0.
RECOMMEND ACCEPTANCE OF DONATION OF BALL FIELD DUG OUTS; LAKE
SUSAN PARK.
Todd Hoffman presented the staff report on this item. Todd Neils, 990 Saddlebrook Curve noted
he was present to answer any questions.
Hougham moved, Thunberg seconded that the Park and Recreation Commission
recommends that the City Council accept the donation of permanent Lake Susan Park ball
field dugouts from the Dugout Club and Chanhassen Athletic Association with the
following conditions:
1. Construction activities do not interrupt scheduled activities at the ball field.
2. Relocation of the storage access doors to the exterior of the buildings.
3. Incorporation of no maintenance materials:
a. Concrete block
b. Cement siding
c. 2’x4’ pressure treated lumber
d. 2 steel exterior doors at each dugout

4. All work be completed by September 30, 2016.
All voted in favor and the motion carried unanimously with a vote of 7 to 0.
CONSIDER RECOMMENDATION TO CITY COUNCIL, 2017-2021 PARK AND TRAIL
ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP).
Todd Hoffman presented the staff report on this item. Chairman Kelly reviewed his proposal for
changes to the 2017-2021 CIP projects. Commissioner Hougham expressed concern with the
Bandimere Park community shelter being pushed out. Commissioner Scharfenberg agreed with
keeping the Bandimere Park community shelter where it currently is, asked for clarification on
the timing for the water treatment plant and Manchester Park, suggested deleting the Highway 7
trail extension feasibility study, the source of funding for Sunset Ridge playground replacement,
and staff’s recommendation for what should be done first at Fox Woods Preserve.
Commissioner Thunberg posed the question on whether to remove the Bandimere Park projects
until completion of the park master plan. Commissioner Boettcher stated he would like to see
Lake Ann Park parking lot improvements moved to 2017 and move the Highway 7 trail
extension study and Manchester Park to 2018. After hearing the commissions discussion Todd
Hoffman stated he felt he had enough information to bring a recommendation back in August for
their consideration.
RECOMMENDATION TO RECRUIT MEMBERS FOR PARK MASTER PLAN
ADVISORY COMMITTEE AND APPOINTMENTS OF TWO PARK AND
RECREATION COMMISSION MEMBERS TO THE COMMITTEE.
Todd Hoffman presented the staff report on this item. Commissioner Scharfenberg asked for
clarification on school district representatives. Chairman Kelly stated that the Park and
Recreation Commission appoints Jim Boettcher and Steve Scharfenberg to be on the Park Master
Plan Advisory Committee.

RECREATION PROGRAM REPORTS: 2016 4 OF JULY CELEBRATION
EVALUATION.
Jerry Ruegemer thanked everybody involved with the celebration before taking questions from
the commission. Commissioner Scharfenberg commented that he heard rides for little kids were
not working right away the first night and that the Red Birds have talked about scheduling a

game during the 4 of July celebration next year. Commissioner Carron requested more bands
and expressed safety concerns with the parade. Staff discussed how the Rotary Club pays the
bands that are in the parade. Commissioner Echternacht stated he heard numerous complaints
about the loud volume with Casablanca Orchestra. Commissioner Thunberg suggested having

animal rides for family night on July 2. Commissioner Hougham discussed her participation

in the parade as a judge. Commissioner Echternacht commented that people wanted to buy t-
shirts at the car show but there were none available.
COMMISSION MEMBER COMMITTEE REPORTS. None.
COMMISSION MEMBER PRESENTATIONS. Commissioner Hougham discussed the
email regarding pickleball lines being drawn on the tennis courts at North Lotus Lake Park.
After discussion it was decided to put the item of painting pickleball lines on the tennis court at
North Lotus Lake Park and basketball court at Bandimere Heights Park under new business at
the August meeting. Commissioner Hougham explained how precious Lake Ann Park is and
would encourage everybody to work on keeping it pristine moving forward. Todd Hoffman
reviewed the City’s Comprehensive Plan for Lake Ann.
ADMINISTRATIVE PACKET. Chairman Kelly noted changes to the tennis court/pickleball
locations map.
Carron moved, Scharfenberg seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission
meeting was adjourned.
