The survey asks citizens several questions that delve into how citizens feel Phone:952.227.1180 about community characteristics (natural environment, community engagement, etc.), Fax:952.227.1190 governance(safety, economy, etc.), and general quality of life in Chanhassen. As in years past the National Research Center will be conducting this year's survey, and the Engineering method and survey questionnaire will be largely the same as past surveys. Phone:952.227.1160 Fax:952.227.1170 In late August postcards will be mailed to 1,600 households in Chanhassen notifying Finance them that they have been randomly selected to take part in the survey. Previous Phone:952.227.1140 surveys have only included 1,200 households, but NRC has recommended increasing Fax:952.227.1110 the sample size due to the increase in Chanhassen's population over time. Typically, we have had between 40% and 50%participation, which is on the high end of the Park&Recreation 250/0 to 400/0 that NRC generally sees in citizen surveys. Residents are directed to only respond to the survey once and they are given 2310 Coulter Boulevard a postage-paid envelope to return the survey, so there is no expense to the resident. Phone:952.227.1400 The 1,600 homes are selected at random by the NRC and staff is not notified of who Fax:952.227.1404 is selected, so the survey is completely anonymous. Planning& Natural Resources Multiple choice questions have remained largely the same year after year so we can Phone:952.227.1130 easily compare ourselves to local and national trends. In addition,we can design Fax:952.227.1110 closed-ended policy questions and one open-ended question to delve into issues that are specific to Chanhassen residents. I Boulder, CO International City/County Management Association I Washington, DC Summary The National Citizen SurveyTM(The NCS)is a collaborative effort between National Research Center,Inc.(NRC) and the International City/County Management Association(ICMA).The survey and its administration are standardized to assure high quality research methods and directly comparable results across The National Citizen SurveyTM communities.The NCS captures residents'opinions within the three pillars of a community,Community Characteristics,Governance and Participation,and across eight central facets of community,Safety,Mobility, Natural Environment,Built Environment,Economy,Recreation and Wellness,Education and Enrichment and Community Engagement.This report summarizes the Chanhassen's performance in the eight facets of community livability with the"General"rating as a summary of results from the overarching questions that introduce each community pillar and are not shown within any of the eight facets.The"Overall"represents the community pillar in its entirety(the eight facets and general). By summarizing resident ratings across the eight facets and three pillars of a livable community,a picture of Chanhassen's community livability emerges.Below,the color of each community facet summarizes how residents rated each of the pillars that support it—Community Characteristics,Governance and Participation.When most ratings were higher than the benchmark,the color is dark purple;when most ratings were lower than the benchmark,the color is the lightest purple.A mix of ratings(higher and lower than the benchmark)results in a color between the extremes. Community Characteristics were seen to be especially good for seven of the eight facets of community.Within the Natural Environment,Community Characteristics and Participation also saw high ratings,but for Community Engagement and Built Environment,Governance and Engagement were not as strong.Broadly,ratings about the Community Characteristics across most of the facets were stronger than were ratings of Governance or Participation.This information can be helpful in identifying the areas that merit more attention. Trend data for Chanhassen represent important comparison data and should be examined for improvements or declines.Deviations from stable trends over time,especially,represent opportunities for understanding how local policies,programs or public information may have affected residents'opinions. Meaningful differences between survey years have been noted within the following tables as being"higher"or "lower"if the differences are greater than six percentage points between the 2010 and 2013 survey,otherwise the comparison between 2010 and 2013 are noted as being"similar."Additionally benchmark comparison for all survey years are presented for reference.Changes in the benchmark comparison over time can be impacted by various trends,including varying survey cycles for the individual communities that comprise the benchmarks, regional and national economic or other events,as well as emerging survey methodologies. Overall,ratings in Chanhassen for 2013 generally remained stable.Of the 91 items for which comparisons were available,70 items were rated similarly in 2010 and 2013,two items showed a decrease in ratings and 19 showed an increase in ratings.Notable trends over time included the following: • Most facets of the Community Characteristics remained stable between 2010 and 2013.Increases in ratings were in the area of Economy with employment opportunities and the city as a place to work both showing improvement from 2010.Within Built Environment,the quality of new development declined. • Aspects of Governance saw increases in several services related to Mobility(i.e.,street repair,traffic signal timing,traffic flow and bus or transit services).Recreation and Wellness had notable improvements in the areas of health services and the availability of affordable health care and preventive health services. • Overall,levels of Participation in various activities available in Chanhassen in 2013 were similar to 2010.
