This memo is to inform you of my wishes to terminate my employment on
the 14th of August, 1998. The reason for this is an offer for a full time position
with Ellerbe Becket. I intend to begin work with their firm on August 17, 1998.
They are located at 800 LaSalle, in Minneapolis, MN. I would also like to thank
you and everyone at City Hall, especially the Engineering Department for teaching
me a great deal in a short period of time. I am lucky to have had the chance to

Re: Springfield Development - Project No. 97-14
Dear Kiowa Trail Residence Association Members:
This letter is in response to your recent request for clarification regarding the status of Kiowa
Trail remaining a dead-end street. I am providing the following information:
On December 13, 1993. the Chanhassen City Council approved the following language for the
preliminary plat of the development: "Back-to-back cul-de-sacs shall be provided at the
Kiowa Trail connection. The pavement for the northern cul-de-sac shall be installed to
the project property line. A breakaway barricade shall be installed to prohibit through
traffic on Kiowa Trail. The cul-de-sac shall be temporary until either area residents
petition the City to open the connection or Highway 212 is constructed, at which time
traffic patterns will be changed." This condition was carried through and approved with the
final plat for the development. Currently. breakaway barricades have been installed separating
Kiowa Trail and Springfield Drive with a sign mounted on the barricade specifying that the
road will be extended in the future. These barricades and signage will remain in place until the
Kiowa Trail connection with Springfield Drive is made in the future. According to the
approved condition, this connection will not be made unless residents petition for the
connection or Highway 212 is constructed.
With the construction of the Springfield Drive cul-de-sac it was discovered that the existing
turnaround on Kiowa Trail was located within the Springfield development property.
Therefore. construction of the temporary cuI-de-sac in the Springfield development has
necessitated that additional work be performed to provide an adequate turnaround for Kiowa
Trail traffic. This turnaround will be similar to what was previously existing and will be
constructed in conjunction with the Bandimere Park trail construction which connects to this
turnaround area. It is anticipated that the turnaround will be constructed by mid-October of
1998.

The low bid for this project in the amount of $618,044 was awarded to S.M. Hentges & Sons, Inc.
at the July 13, 1998 regular City Council meeting. However, work items which are not eligible for
State Aid Funding were identified for which City Council requested staff evaluate the proposed
funding. These work elements which are not eligible for State Aid Funding include street lighting,
storm sewer, wetland berming and spillway, and landscaping items. Upon review of funding
availability, staff recommends the following means of funding each item:
1. Street Lighting - The street lighting should be relocated to the standard location (4 feet behind
the curb) and then State Aid Funding would cover this as an eligible street expense ($29,000).
2. Storm Sewer - The additional storm sewer and increased sizing which accommodates the
drainage of properties outside of the roadway is ineligible for MSA funds. The total ineligible
storm sewer cost is approximately $46,000. Previously, staff had recommended that the
nonassessable portion of $10,000 be funded through the Surface Water Management Program.
However, upon evaluation of available T1F funding, it is now recommended that this item be
paid for with TIF.
3. Wetland Berming and Spillway - The project plans have incorporated requested wetland
enhancement elements, specifically, wetland berming and spillway in the creek channel. Staff
had previously recommended funding this $40,000 work item with SWMP funding, however,
upon analysis of available TIF funding, this is now recommended to be paid through TIF funds.
4. Landscaping - The landscaping amount is approximately $65,000 based on the low bid. MSA
rules limit landscaping funding eligibility to tllat typically associated witll the roadway. For
this project, approximately $28,000 of the landscaping costs will be funded by State Aid. The
remaining $37,000 was proposed to be paid through bOtll TIF and SWMP funding. However,
upon analysis of available TIF funding, it is recommended that the total increased landscape
costs of $37,000 be funded by TIF.
In summary, tlle street lighting for the project will be relocated and the $29,000 cost will be funded
through MSA funding. TIle remaining nonassessable costs in the amount of approximately $87,000
will be paid witll TIF funding.

Dear Mr. Robideau:
I am in receipt of your Tuesday, July 28, 1998 em ail sent to the Chanhassen Office Manager
regarding the Pleasant View Road Maintenance Overlay Project. You have expressed your
concern that the installation of bituminous curb along the roadway has narrowed the width of
pavement on Pleasant View Road. Pleasant View Road is an old road section that varies in
width from 22 to 28 feet wide. The installation of the bituminous curb did not result in a more
narrow pavement width than had currently existed. As you mayor may not be aware, when
this road was originally paved it did have a bituminous curb. However, over the years due to
construction methods at that time. that curb either settled or was worn off through many
winters of snowplowing. The function of the curb is to address drainage issues which have
been negatively impacting the existing roadway pavement. Many property owners will see a
benefit from the installation of the curb also in that it keeps the water running in the curb line
on the street to a designated discharge point, thus preventing the water from running down
driveways and flooding garages.
You also stated that your mail carrier is having problems with mail delivery due to the curbing
that has been installed. It would be extremely helpful if she would contact the City
Engineering Department and inform us of any specific mailboxes where the curbing is causing
problems so that we can resolve these issues.
No parking is allowed on Pleasant View Road due to both width and geometric limitations.
Pleasant View Road has a speed limit of 25 miles per hour as ordered by the Commissioner of
Transportation in 1983. In anticipation of increased violation of the speed limit due to the
improved roadway surface. I have previously requested increased enforcement by the Public
Safety Department. The use of any roadway, especially one that is narrow and curvilinear, as
a walking path is inherently dangerous and should be avoided.

Whose idea was it to curb Pleasant View Road? The road being
dangerously narrow, has been confined even more severely. People
parking on the side of the road have no choice but to stay on the
pavement narrowing the road even further. Pedestrians must hop a rather
large "bump" in the road to get out of the way of moving vehicles. So
far I've nearly run into a car and boat trailer parked on the road in
the dark just around a blind curve, witnessed a near fall by one of my
elderly neighbors trying to get to his mailbox, had my neighbor tell us
that while he was running to avoid getting hit by a car he had to run up
on the curb, tripped, fell injured his back and now can't work and our
mail-lady is complaining because some of the curbing is preventing her
from getting near her mailboxes and hampering her delivery of mail. I
wonder how dangerous it's going to get when the snow starts piling up.
Instead of curbing wouldn't it have been wiser to use that extra 3-4
inches for pavement to widen the road as best as possible. That would
have allowed a little more room for the pedestrians and bicyclists who
like to use PVR and would have allowed a nice flat space for them to
dive for cover if necessary. (And believe me, it is frequently
necessary to dive for cover)

Dear Luke:
Thank you for contacting me to coordinate a youth volunteer project within the
community. Westwood Church continues to be a good neighbor in Chanhassen. As
discussed, the three options identified for your group were pulling weeds in the
downtown boulevards, washing and waxing public safety vehicles, or providing a
midsummer clean-up at Lake Ann Park. As you selected the Lake Ann clean-up,
enclosed please find a map of the areas you should concentrate on. Utilize trash
bags to collect refuse from wooded and grassy areas and edges. You may deposit
the trash collected in the barrels already on site. The Lake Ann beach receives a
great deal of use. This midsummer clean-up will prove to be very helpful in our
operation of the park.
Luke, snap a few photographs and send one my way. We would like to recognize
your efforts in a future edition of our city newsletter or the Chanhassen Villager.

Dear Roundhouse Park Neighbors:
On May 12, a group of your neighbors met to select a playground design for Roundhouse
Park. Miracle Recreation was chosen from a group of five companies to provide a
playground for children, ages 5 - 12. A future Phase II will accommodate children ages 3 - 5.
An investment of $25,000 is being made in the Phase I playground.
To get the most "bang for the buck," the option of coordinating a neighborhood installation
was selected. By utilizing volunteer labor, the neighborhood receives S2,500 - S3,000 more
in equipmcnt. An installation schedule of August 13th and 14th has been selected for your
project. Tom Lano, 6991 Country Oaks Road, 470-8734 (evenings/weekends), has
graciously volunteered to act as neighborhood coordinator. Please eall Tom if you are willing
to work a shift. In addition, let him know what tools or equipment you are able to provide. A
list of needs is attached.
Mr. Ron Otto will be on site both days acting as the manufacturer's representative. He is
responsible for coordinating the job. The Park and Recreation Department will provide an
equipment operator, a bobcat with auger, and the other tools noted on the sheet. Weare also
responsible for coordinating the border and resilient material installation.
Final grading and seeding of the entire park will follow by mid-September. Unfortunately,
due to a busy spring and delays due to storm damage cleanup, we were unable to seed the
park this spring. Repairs/refurbishments to the Roundhouse itself may be delayed until 1999.
Thank you for your patience and understanding as we all chip in to build one of the nicest
neighborhood parks in the city.

Steps for Installation wI Supervisor on Site
STEP 1 Needs to be done before Supervisor is on site.
Excavate the area where the equipment '\-vill be installed.

Layout footings from diagram sent with the equipment frorn Miracle.
Attach VersaLoe collars to the posts wi the correct # of attachments
Start to pre- assemble equipment.
Every bolt from here on will be tightened only hand tight.

1998 Trail Project Update
Volume 1 No.4
Special Edition: Highway 7 and Lake Riley Segments
Construction of the Highway 7 and Lake Riley
trails is nearing completion, however, there
are some additional items that need to be
completed by the Contractor. We ask for your
patience during this period as the Contractor
continues work on the trails while residents begin
using the trails on a regular basis. We sincerely
thank all residents along the trail corridors for
dealing with the dust, noise, and disturbance during
construction work that has already occurred.
HiQhway 7 Trail Se9ment
City forces are working on the road closures and
trail connections at Fir Tree Avenue and Cypress
Drive. This work should be done soon. The
contractor is having a difficult time establishing
vegetation in certain areas and getting sod to grow
in other areas, due to the dry weather. Sod that dies
along the alignment will be replaced.
An additional layer of pavement will be placed over
the eastern end of the trail where some damage
occurred to the paved surface. Some of the
damaged areas are marked with paint. The
Contractor will be completing this work several
weeks from now, when vegetation has been
established and there is no additional risk of
needing to use heavy equipment on the newly paved
trail surface.
Lake Riley Trail Se9ment
An additional layer of pavement will be placed over
the trail as a final finished surface. This work will
not be done until all additional work is completed
including vegetation establishment. This will
enable the contractor to complete this last layer of
pavement without needing to drive equipment
across the paved surface. The existing surface has
areas that will be repaired prior to installation of the
final surface. You may have noticed the areas of
repair as marked by paint.
Several areas remain to be seeded and/or sodded. We
ask for your patience during this period of dry
weather. Areas where seed does not germinate or
where sod dies due to the dry weather will be
reworked to establish vegetation.

should call Howard R. Green Company's
representatives--Paul Kauppi, Inspector, or Dave
Nyberg, Project Manager-at 644-4389 for
construction-related questions. Paul's pager number
is 637-61 00. You may see him out on the project site,
driving a 1995 White Olds Sierra. Feel free to talk to
Paul about any issues or concerns related to the
construction.
Safety
We urge you to use caution around the work site
while the Contractor continues to work on the trail.
Your assistance in reminding area children to stay
clear of construction equipment is helpful in
maintaining a safe environment. The size, weight,
noise, and dust created by construction traffic make it
very difficult for workers to watch for onlookers.
We ask for your patience and cooperation during
construction of the proposed trail. We will continue
to keep residents updated on the progress with this
newsletter.

STEERING COMMITTEE
Basic Responsibilities
Coordination and Direction
The Steering Committee will have overall responsibility for coordination and direction of the
planning activity. The Finance, Program, and Communication Committees will report to the
Steering Committee.
Timeline Manaqement
The Steering Committee will be responsible to see that the planning activity is proceeding along
the scheduled timeline. At the completion of Phase I study activities, the Steering Committee
will develop a general timeline for Phase" implementation activities based on
recommendations from the subcommittees.
CSAH 18 Development
The Steering Committee will provide a venue for discussion of any questions or concerns with
the County development of CSAH 18.
Problem Resolution
The Steering Committee will have responsibility for addressing any problems or issues that
arise during the planning process.
Participants
Each of the seven project participants will be requested to appoint two representatives to the
project Steering Committee. It is anticipated that each project participant will appoint an elected
member, staff member, or person authorized to act on behalf of the participant.
The Planning Team members envision the need to empower the Steering Committee to move
forward with this project subject to official governing board action where necessary and
appropriate.

FINANCE COMMITTEE
Basic Responsibilities
Plannina Budaet and Fundina
One of the first responsibilities of the Finance Committee will be to develop a planning budget
for Phase I activities and strategy for raising the funds necessary to support the proposed
budget.
Proiect Costs and Budaet
The Finance Committee will have responsibility for determining the final estimated costs of the
proposed project. They will communicate with the Program Committee before announcing the
cost projections in order to assure that the capital project plans are consistent with proposed
program plans.
Land Purchase
The Finance Committee will be responsible to search for potential sites for the proposed project
and recommend purchasing strategies to attain the land.
OfficiallLeaal Relationships
The Finance Committee will be responsible for coordinating the development of any joint
powers agreement or other legal documents that may be necessary to complete the project.
The Finance Committee will also be responsible to assist with the drafting of any legislative
proposals arising out of project development.
Participants
Each of the seven project participants will be requested to appoint one person to the Finance
Committee. It is anticipated that the person appointed will bring a business orientation to the
Finance Committee and direct knowledge of the business management functions of the
participating project member.

PROGRAM COMMITTEE
Basic Responsibilities
Clarify and Define Components
The most immediate responsibility of the Program Committee will be to create the vision for the
Collaborative Project. One important phase of this effort will be to clarify and describe the
component parts so everyone knows who and what is involved in the overall project.
Proqram Development
Another important responsibility will be to take the vision, or overall project, and define the
component parts in detail and specificity.
The Program Committee will be asked to take the component parts and address questions such
as:
What will be the nature of the program?
What relationships need to be established?
Which project participants will be involved in each of the project components?
Who needs to participate in the planning process?
What services will be provided and how?
What regulations or laws need to be addressed?
Who will receive the services of the programs?
What other agencies or organizations will be affected by the project?
Will the project be consistent with other community and school planning
activities?
What design elements need to be considered?
What staffing and budget implications are inherent in the project components?
What potential revenue sources are available to support project components?
Participants
Each of the seven project participants will be requested to appoint one person to the Program
Committee. The Planning Team anticipates appointment of people with some form of
leadership responsibility and the capacity to envision what could be involved in the overall
project. The Program Committee is anticipated to consist of members who can influence
positive implementation of the overall project once recommended and approved. It is also
possible that the Program Committee will consider broad-based community participation
through task forces or subcommittees to develop component parts of the overall project.

COMMUNICATION COMMITTEE
Basic Responsibilities
Public Information
The Communication Committee will be responsible for developing and implementing a plan for
informing the public as to the nature and progress of the Collaborative Project and related
planning activity.
Proiect Participants
The Communication Committee will have the responsibility of designing and implementing a
strategy for keeping the boards, administration, and staff of the project participants informed of
the progress of project activities.
Leqislative Support
The Communication Committee will be responsible for supporting the efforts of the Steering
Committee in attempts to seek legislative support and funding.
Participants
The Planning Team anticipates members on the Communication Committee to be people who
have an interest and specialty in the area of communications. The Planning Team will be
asking project participants to recommend people appropriate for the Communication
Committee.
