Approve A ward of Bid for Coulter Boulevard (east of Century
Boulevard)
Project No. 97-1B-2
On Tuesday, July 7, 1998, bids were received and opened for Coulter Boulevard
(east of Century Boulevard) Project No. 97-IB-2. A total of six bids were
received ranging from a low of $618,044 to -$691,972.20 which is a bid spread of
approximately 10%. The low bid which was received from S.M. Hentges & Sons,
Inc. is approximately 9% less than the engineer's estimate of $682,200.
All of the permits needed for the project have been obtained. The MnDOT State
Aid Office has reviewed and approved the plans. Municipal state aid street funds
will be used to pay for the cost to construct ~e road and related appurtenances.
However, as part of MnOOTs review, worle elements were identified which are
not eligible for municipal state aid funding as follows:
1. Street Lighting - Street lighting is typically considered a road project
element and an eligible expense for municipal state aid street funds.
However, the proposed location of the lighting (behind the trail and at a
substantial distance from the actual roadway) makes it ineligible for MSA
funding. Based on the low bid, this amounts to approximately $29,000.
This would be funded by the City or the other alternative would be to move
the street lighting to the standard location behind the curb and then MSA
funding would pay for the entire cost of the lighting.
2. Storm Sewer - State aid funds will participate in 100% of the storm
drainage improvements which serve the road facility. However, with this
project there are some additional storm sewer piping and increased sizing
which accommodate the drainage ofiproperties outside of the roadway for
which MSA funds do not participate in. The total non-MSA participating
storm sewer cost is approximately $46,000. Approximately 50% of this
amount is proposed to be assessed to the Arboretum Business Park as a
direct benefit specifically serving the business park property. The
remainder of this cost would be paid for out of the surface water
management fund.
3. Wetland Benning & Spillway - During the project design and public
involvement process, discussions arose regarding methods which could be
used to enhance existing wetland features in the area. The project plans

have incorporated the requested wetland enhancement elements;
specifically, the wetland benning and spillway in the creek channel. This
will raise the water level in the wetland area north of the road thus
improving its ftature$ and allowing the City the opportunity to bank
additional wetland credits. The cost for this improvement based on the low
bid is $40,000 which is not eligible forMSA funding. However, this type
of improvement is often conducted through the Surface Water
Management Program. Therefore, this improvement would be paid for
with.SWMP funding.
4. Landsc.inl-Based on the lowbidm:eived, the landscaping amounts to
approximately $6S,OOO~MSAru1es limit landscaping funding eligibility to
that typically associated with ,the roadway. For this project approximately
$28,000 of the landscaping cost will be funded by state aid. These plans
have incorporated an extensive amount of landscapiug and tree plantings
around the two pondiq basins,creek"crossing, and median island located
atthewes~ e~ oftheprojec~ a8:weUas wetland:restoration. The cost for
landscaping in these areas is not eligible for state. aid participation. This
amounts to a local cos.tparticipation responsibility of approximately
$37,000. Approximately 20% of this local share will be paid from Surface
. Water Management Funds for the weliand resto~ti.on and landscaping.
The remaining amount of-wroJtitnately $31,000 would have to be funded
through other local means such as General Fund or: TIP.

This contract is part of a multi-phased project included in the Feasibility Report for City Project 97-1. Several
phases of the project are presently under construction with the remaining phases planned for the next two to
three years. For your reference, we have prepared a summary table showing the estimated construction costs
used for the Feasibility Report and the current known costs or estimated costs. The summary shows that the
total project construction costs are slightly below the Feasibility Report estimates at this time. The summary

The current total project cost estimate is approximately $462,250 less than the estimated total construction
costs in the Feasibility Report. About $300,000 of this amount is the result of the reduction in size for the
water tower. The remaining $162,250 is the result of favorable bids.

Bids for project 97-1D (Coulter Boulevard west of Century Boulevard) will be received on Friday, July 10,
1998. We will have a separate memo available for those bids.
S.M. Hentges & Sons, Inc. have worked for the City previously. We recommend award of the project to them
for the bid amount of $618,044.00. You may want to consider relocating the street lights to four feet behind
the curb. MnDOT considers the lights as landscaping in the present location behind the bituminous trail.
