Over this time, Douglas Hansen has held a 5z acre piece of property just to the north of the park/playground that is zoned R-12, High Density Residential. A concept plan identifying a potential expansion was prepared in 1991. Today' s proposed purchase agreement closely matches that concept. The proposed expansion (purchase) of2.75Z acres would be split off from the larger 5Z acre parcel that contains the existing apartment building. This property represents the last "realistic" expansion opportunity to the green space reserved by our central park. The expansion site, as planned, would accommodate two 180 ft. foul line youth ball fields with a 35 yd. x 65 yd. soccer overlay. The ball fields would be utilized during spring and summer baseball/softball seasons. The soccer field would accommodate fall soccer leagues. Five additional soccer fields, three of which are free from other field overlays, are identified on the plan. Two additional 180 ft. foul line ball fields are also identified on the expansion plan. The Hansen parcel would be home to the park's north trail hub with access to Santa Vera Drive. A small portion of the site's current vegetation would be retained as buffer in the southeast comer of the expansion site. f ~_ :.... . A set of plans depicting the proposed improvements to City Center Park are attached. The city council approved these plans on February 9, 1998 and retained Ingram Excavating to perform the work associated with this plan on May 13, 1998. The city retains the option of walking away from the purchase agreement and is in the position to delete this portion of Ingram's contract. However, it is my belief that the necessary steps and corresponding investments made to date in administration, planning, surveying, negotiation, and contract preparation have all been made with the city's best interests in mind. This purchase agreement with Doug Hansen represents the fmal piece to putting this puzzle together. The purchase agreement, as presented to the city council for approval, represents the culmination of a long term conversation with the Hansens. The value of the land has been agreed to and is supported by a complete appraisal summary report he City ofChanhassen. A growing community with clean lakes, quality schools, a channing downtown, thriving businesses, and beautifUL parks. A great place to live, work, and play. RECOMMENDATION It is recommended that the city council approve the attached Real Estate Purchase Agreement between the City of Chanhassen and Douglas Hansen, 11969 Shore Drive, Spicer, Minnesota 55628 in the amount of$3.25Ysq. ft. for the subject property (2.7S:t acres) with the full purcliase price of $388,375 paid by check on the date of Closing.
