AUGUST 22, 2016
Mayor Laufenburger called the City Council meeting to order. The meeting was opened
with the Pledge to the Flag.

Mayor Laufenburger: Thank you can welcome to those of you that are attending the council
chambers this evening as well as those of you that are watching on Mediacom channel 8 or 107.2
at home. And also those of you that may be watching live stream via the Chanhassen agenda
page at our Chanhassen website. For the record all members of the council are present tonight
with exception of Dan Campion who has an excused absence. Our first item on the agenda is to
approve the agenda. Council members are there any modifications to the agenda this evening?
If not we will proceed with the agenda as printed.
PUBLIC ANNOUNCEMENTS: RECOGNITION OF TEEN VOLUNTEERS.
Mayor Laufenburger: At this time I would like to recognize the teen volunteers for the 2016, and
on behalf of the City Council and the Park and Recreation Commission I would like to recognize
the 2016 teen volunteers. These young men and women were selected to serve as volunteers for
city sponsored recreation programs from June through August of this year. The programs
consisted of the KleinBank Summer Concert Series, the Lake Ann Adventure Camp, youth
sports at the Rec Center, and Discovery Playground program. The City would like to thank this
year’s teen volunteers for their service. Together they compiled over 200 hours of service to the
City of Chanhassen. They deserve our recognition so I’m going to come forward and read their
names. This is the microphone that you would like me to speak from right? So as I call your
name, let’s start with Tyler McReavy. Tyler are you here? And after I give you your certificate
I’m going to ask you to just wait right over there. Tyler congratulations. You can stand here and
you’re going to get a picture first of all. All of us. Okay, thank wait right over there. I’m going

thank you parents for making sure that they got there. Great programs that our park and
recreation department coordinates and sponsors and we certainly appreciate the work that Katie
and Sasha do to make that happen this year.

VISITOR PRESENTATIONS.
None.
Mayor Laufenburger: Just a reminder to all those that are in the council chambers and watching
at home, visitor presentation is a great opportunity to speak to the council about any matter that
you want to address or you would like the council to consider. People come in and talk about
things that they’re pleased about. Things that they’d like to see changed so we encourage and
welcome any visitor presentations. There being none let’s proceed to the next item on our
agenda.
FIRE DEPARTMENT/LAW ENFORCEMENT PRESENTATIONS.
Mayor Laufenburger: Let’s start with Lieutenant Kittelson and the law enforcement update.
Lt. Eric Kittelson: Good evening Mr. Mayor, council members. I have the July law enforcement
update for you. We still are in our transition to NIBRS so we did not have the July stats but we
do anticipate a quarterly report this fall for the summer. So I’m going to start with employee
recognition. Deputy Adam Peterson who works team 2 nights which is our Wednesday,
Thursday, Friday shift. He’s not here with us this evening but I wanted to publicly recognize
him. He was named a 2015 DWI Enforcer All Star by the Minnesota Department of Public
Safety. He was one of only 40 law enforcement officers and prosecutors named to the team
statewide. The selection is made on a number of DWI arrests and outstanding service in
enforcement and prosecution of drunk driving. Along those same lines I just wanted to make a
comment. When I get up here and I talk about Towards Zero Death or TZD and you see the
commercials on television that say you drink, you drive, you lose and those things, the number of
DUI arrests in 2006 were 42,000 in the state.
Mayor Laufenburger: 2006.
Lt. Eric Kittelson: 42,000. In 2015 there were 25,000 so this is a program that really works and
when I, and I have another announcement at the end of this that we have another wave coming
up but this is one of those programs that’s really been effective and so we’re glad to be a part of
it and continue to be a part of it. I mean with numbers like that, a success ratio like that it’s hard
to not be a part of something like that so. And then I have a pedestrian safety project update for
you. We’ve done 4 intersections to date. Those intersections are Galpin and Coulter, Powers
and Park, Kerber and Big Horn and Powers and Lake Lucy so the total vehicles that we’ve
observed approximately during the 5 hours that we worked those 4 intersections is 262. We’ve
observed 17 violations. Of those 17 violations we did stop 13 of them. 9 people were warned
and 4 citations were issued so it’s been a pretty effective program so far as well.

Mayor Laufenburger: When you say so far, are you going to continue that for a while?
Lt. Eric Kittelson: Yeah. So part of the policing plan for the year was to do this and we were
going to do 10 of them and so with the 3 different sergeants, each sergeant’s going 3
intersections with their team and for our tenth project we’re looking at doing the walk the kids to
school in the fall which is a national program and that would kind of cap the program or this
project as a summer project so that will probably be the cap to that. And so we’ll have more
updates as that continues. Also for our personnel update, Sergeant Jason Breunig recently
attended and completed the FBI LEEDA Supervisor Institute which is a law enforcement
executive development association. It’s a 40 hour course. There’s 3 parts to it that you attend
over the course of a year and the focus is on employee development risk management, personnel
management and performance management and so Sergeant Breunig just completed that. And
also along the lines of our 2016 policing plan, which is to combat organized retail crime and
maintain commercial vitality by deterring theft and financial crimes in our commercial and retail
district, Detective Ben Gramentz just attended the Twin Cities Organized Retail Crime
Association annual conference. That’s only the second year of that program. It actually started
out in 2010 as a group of Linked In professionals and is now, it’s it’s own entity now. It’s a
public/private partnership and over the years retail crime is not just shoplifting anymore. As
anyone knows and you’ve received the phone calls or the emails, it’s, there’s organized crime
groups throughout the Twin Cities and actually nationwide that target our citizens and our retail
outlets. So this is a program that is designed to combat that because this is something that we
see. If there’s a chain or an outlet that’s in our city and other cities throughout the Twin Cities
we see that the same tactics and things are used and so this is a way for all the professionals and
loss prevention and law enforcement to get together in a network and share that information and
whether it be suspect information. If they hit a store in Blaine and Minneapolis and we have one
of those outlets in our city then we can share that information with them so it’s a pretty effective
program. And then we have a back to school safety message. School bus stop arms. If you see
a bus stopped with the lights flashing and the red arms, the stop arms are out. You need to stop.
Not just stop but stop 20 feet from that bus. Never pass on the right hand side ever. And you
also much stop when approaching a bus with red warning lights stop arm extended and this is a
part I want to emphasize because I think this is a part that people don’t realize. Anytime children
are present on the street or the adjacent sidewalk, and so if they are about to begin loading or
have already unloaded because a lot of times those kids need to cross that street still and if the
driver happens to hit those lights a little early we want to make sure that people are staying
stopped and completely stopped 20 feet from the bus until the entire loading or unloading
process is complete. And that’s just a couple weeks away so.
Mayor Laufenburger: Actually one week away in Eastern Carver County schools open a week
from tonight.
Lt. Eric Kittelson: Yeah that’s right.

Lt. Eric Kittelson: And schools starting. And then Towards Zero Death, the impaired driving
education and enforcement, we’ll be participating with over 400 agencies statewide for enhanced
thth
enforcement of the DUI laws August 19 through September 5 so that’s already started and that
concludes my report. I’ll stand for any questions.
Mayor Laufenburger: Any questions for Lieutenant Kittelson? Councilwoman Ryan yes.
Councilwoman Ryan: Lieutenant, thank you very much for doing the pedestrian safety project.
I know that it’s caught a lot of residents attention doing it. One quick question. How do you
determine when, what time of day? Do you kind of look at peak hours or how do you determine
when you guys are going to watch?
Lt. Eric Kittelson: Yeah we look, so the State Department of Public Safety actually produces a
crash report every year and it usually goes, you can look at one year retrospective or 3 years in a
grouping and it actually, the peak hours actually begin at 10:00 a.m. until about 6:00 p.m. and
when I say peak hours this is the number of pedestrians and cyclists that are involved in
accidents with motor vehicles and actually the worst time of the day is 4:00 to 6:00 p.m. and so
we’ve been targeting, we haven’t begun before 10:00 and then we’ve been wrapping up by 6:00
and they usually go about an hour to an hour and a half. So that’s how we’ve determined when
to do them and actually September and October are actually the most dangerous months for
pedestrians and cyclists. We’re starting to lose light and it’s the end of the summer so we
actually began this project mid-summer to conclude it at the beginning of fall rather than
beginning of summer and so that’s some of the, so we used the crash data for that, that the State
provides to determine that and then when researching the intersections. Because this is
something new and we wanted it to be mostly an educational effort, the 10 intersections that we
looked at we wanted to do intersections that had good visibility. Low grade. Were painted
crosswalks with signage and everything. As a matter of fact the last one we did, and we’ve had
great results. Mostly we’ve had a lot of conversations with people walking their dogs or going
for runs or bike rides and thanking us but we did have some interesting results on Powers and
Lake Lucy a couple days ago where some people were offended by our decoy. That he decided
to cross the road and we actually even had him in an orange shirt because we’re trying to make
this as easy as possible for people to comply but we had some interesting results there so.
Roger’s not with us tonight but he’ll be seeing those results.
Councilwoman Ryan: Okay. Great, thank you.
Lt. Eric Kittelson: Yep.
Todd Gerhardt: Mayor, council, I’d like to thank Eric and the Carver County Sheriff’s Office
and the Posse for helping out with the National Night Out. We had 50 plus neighborhoods that
participated in that. Chanhassen Fire Department was out in full force and also a big thanks to
my department heads. We use this as an opportunity to go out and meet people at their homes, in

their neighborhoods to get feedback on what they think is working in the community. What’s
not but also the emphasize is on crime prevention and so a big thanks to Carver County Sheriff’s
Office, the fire department and my department heads so it was a well received program in this
community and talking to other cities you know they don’t put the emphasize on it like we do
and to have 50 plus neighborhoods involved is just huge so thank you to everybody that
participated. And council.
Mayor Laufenburger: Lieutenant I just have one other question. As we approach the end of
September, when people hear that I’m from Chanhassen they say well you must be getting
excited about the Ryder Cup. I don’t know if excitement is the right word but can you just talk a
little bit about what you and the members of the Chanhassen portion of the Carver County
Sheriff’s Office are doing to help prepare for and then execute Ryder Cup. Can you talk about
that?
Lt. Eric Kittelson: Yeah I can talk about that a little bit. So we have some regional plans that
we’ve put together so that’s part of the 2016 policing plan as well.
Mayor Laufenburger: Right.
Lt. Eric Kittelson: And so I’ve been working with Sergeant Gorstead from Chaska Police
Department as well as Shakopee Police Department and Minnesota State Patrol and we’ve
worked on some plans that are mobile so plans that if we should have any incidents in or around
the area that we can implement those policies and procedures regardless if it’s in Chanhassen or
Chaska or Shakopee. And then as far as the actual event itself has it’s own entity and it’s own
dispatch and it’s own command center and what not and will be dispatching calls for service
right from there so ironically tomorrow we have one of our 4 training sessions regarding the
Ryder Cup which we’ll be doing at the regional training facility down in scale and we’re doing
that in conjunction with Chaska Police and the Minnesota State Patrol. And so that will be
concluding on Thursday will be our final training session and then there will be a meeting with
all law enforcement, first responder professionals will be meeting mid-September. Doing some
site visits and some walk throughs and some different things so we’re well prepared and it’s
going to be a really exciting event for this entire region so.
Mayor Laufenburger: Well I know that the event isn’t taking specifically taking place in the city
of Chanhassen but by being in close proximity there will be a lot of people that will be coming
into this area.
Lt. Eric Kittelson: Absolutely.
Mayor Laufenburger: We’ll want to serve them just the same way that we serve visitors to our
community at any time and I know that both the, both the Market Station and also Southwest
Village bus station will have additional activity when people are dropped off for shuttles to
Hazeltine so I just, I say this to you but I’m really saying this to all citizens, we just need to be

prepared for visitors to our city and let’s treat them with the same respect and dignity that we
treat all of our visitors so.
Lt. Eric Kittelson: Absolutely and international visitors.
Mayor Laufenburger: International visitors absolutely.
Lt. Eric Kittelson: So I expect Chaska and Shakopee and Chanhassen will be a busy and exciting

Mayor Laufenburger: Next we have standing in for Chief Johnson, we have Assistant Chief
John Murphy. Welcome Chief. Nice to see you Murph.
Assistant Chief John Murphy: Good to be here. This is our update for the month of August and
July. As far as staffing currently we’re at 40 of 45 paid on call fire fighters. We have one fire
fighter on medical leave right now and we have one fire fighter who just went on a long personal
leave for work. He is traveling overseas for his employer. Our 5 probationary fire fighters
completed their medical training in July and they’ve been getting on trucks and responding to
medical calls when available. And starting the first week of September they will begin their
Southwest Fire Academy where they learn how to do the fire portion of being a fire fighter.
Dragging hoses and fighting fires and that will run through March of 2017. Fire response in
July, we had 81 calls for service. Duty crews responded to 13 calls during scheduled shifts
bringing the year to date total for duty crew calls at 61 calls for response. And actually I just
reviewed all our calls for up to date til today and currently we are at 450 runs for year to date
since January 1. Significant calls this past month. For building fires we had a structure in
Arboretum Village Circle. We had an equipment fire at Emerson and we had 2 mutual aid
structure fires to Chaska. We had 2 cooking fires with minimal damage and one car fire. We
had 27 medical runs including 3 motor vehicle accidents with injuries. For training this past
month we had our officers were involved with a leadership training with a leadership consultant.
We had EMS training for the last month as well as on-line training for practical application of
Hazardous Material Decontamination. Other activities that we’ve had this past month, Chief
Galvin just returned from San Antonia for the International Association of Fire Chiefs. And
looking back at National Night Out our fire department responded to 31 different block parties
that night so our crews had to move quickly to make sure we could meet all the requests for
everybody in the community. The Fire Marshal report for investigations, looking back at the
structure fire on Arboretum Village Circle, we had the fire knocked down in a short amount of
time thankfully because that fire occurred on a Monday night which as all of you know is our
training night so we had very quick.

Mayor Laufenburger: All hands on deck.
Assistant Chief John Murphy: Yes, we had very quick response. The fire was caused by leaving
cooking oil unattended on the stove. The damage was confined just to the single townhouse unit
involved and construction crews have now started repairing the unit and kudos out to the
neighbors next door. They’re the ones who noticed the smoke coming from the second story
window so nice job by residents and neighbors. For fire inspections the Fire Marshal will be
setting up inspection appointments for businesses located at Lake Drive West. Current
construction projects going on right now, Children’s World Adventure Center. MORA Adult
Day Car Mainstream Boutique. Chapel Hill classroom remodeling. Chuck and Don’s Pet Food
and Supplies. LaMettry’s Collision, which I just noticed their concrete slab walls have now been
erected. Orange Theory Fitness. Domino’s Pizza. Jungle Kitchen and there’s about a dozen
smaller remodeling projects going on. And for fire education we finished fire truck visits to 12
different city parks this past week for Water Week. With current high temperatures we also
visited Camp Tanadoona to cool off 200 kids who were unable to go swimming due to the beach
being closed.

APPOINT MEMBERS TO PARKS AND RECREATION SYSTEM PLAN ADVISORY
COMMITTEE.
Mayor Laufenburger: Do we have a staff report?
Todd Hoffman: Yes Mayor and members of the City Council, we sure do.
Mayor Laufenburger: Welcome Mr. Hoffman.
Todd Hoffman: Thank you. The total list is 15 for this committee and I’m happy to report that
we have a lot of enthusiasm. Really these residents that are being recommended for appointment
have experience in our parks and trail system. They’re active users and so they’re enthusiastic
about joining this committee and assisting the Park and Recreation Commission, the City

Council in making these decisions about the future of our parks and recreation system. So we
have 12 of the 15 filled out. Before this evening we had 10 and now we have 2 additional
recommended appointees that I will name for you. Those are Anna Simet for District 112
representative. Anna with an Anna Simet. And Todd Neils, Neils for CAA representative. That
would leave 3 yet to be appointed and those 3 are from our District 276 community, youth and
an adult. Commissioner Jennifer Hougham I know has a recommendation for the 276 adult
member and then also our Southwest Metro Chamber, Commissioner Steve Scharfenberg is
working on that one. So this evening I am recommending that the City Council appoint the 12
recommended of the 15 and then allow the committee as a whole by vote appoint the remaining
3 as they move forward.
Mayor Laufenburger: Okay. Thank you Mr. Hoffman. Nice job finding good people to
represent here. Any questions or comments for Mr. Hoffman? If not I’ll entertain a motion.
Councilman McDonald: Mr. Mayor I’ll make the motion that the City Council approve the
appointment of the named individuals. It’s 14 now isn’t it, or is it just the 12?
Todd Hoffman: 12 of the 15, yeah.
Councilman McDonald: Okay 12 of the 15 and that we direct the committee to fill the remaining
vacant positions by majority vote.

you’re going to be dealing with quite a few people with a lot of diverse views as to what needs to
be done and I think if anyone can help bring together, you can definitely do it so good luck.

COUNCIL PRESENTATIONS.
Mayor Laufenburger: Do we have any council presentations this evening? I would just like to
make comment, thank you Mr. McDonald for acting in my stead as I was, took my bride on a
road trip earlier this month. We had a great time visiting Alabama and Tennessee and even got
some fishing in in Arkansas so it was much needed so thank you for acting in my stead and
keeping the city on a good projectory in my absence. I did want to make mention that I had
heard reports about National Night Out. Mr. Gerhardt you made a comment about that. Just
thanks to all of the city staff and especially thanks to Chelsea for organizing this. Beth Hoiseth
who has done this in the past left us earlier this year so it fell on you and by all recognition or all
notice it was done very, very well and the weather must have cooperated right? Very, very good
so whoever was in charge of weather. I guess that would be the Deputy Mayor right?
Councilman McDonald: That would be me, yes.

Todd Gerhardt: Well we mentioned that schools are going to be opening the next couple of
weeks and Paul gave me an update tonight that the enhanced pedestrian crossing signs are, been
installed at State Highway 41 and Minnetonka Middle School West so hopefully that will make
that pedestrian crossing much safer and having those enhancements in place so thanks to
MnDOT and Paul and their efforts in making sure that was done before school opened. And just
a reminder be safe as school opens. Kids will be crossing throughout the community.
Mayor Laufenburger: Very well. Also just one thing I forgot to mention is that tomorrow
morning Mr. Sticha, Chelsea Petersen and I will be attending an event to, Mr. Gerhardt are you
going to that as well?
Todd Gerhardt: I am not. Chelsea’s representing me at that one.
Mayor Laufenburger: Well she’ll do a fine job representing Mayor Furlaufenburger. Anyway
that is a meeting to recognize communities participation in a solar garden project put on for a
development coordinated by the Metropolitan Council so I’m looking forward to having some
remarks at that tomorrow morning. With that any comment on the correspondence?

Councilwoman Ryan: Mayor?
Mayor Laufenburger: Councilwoman Ryan.
Councilwoman Ryan: Quick question. Does anybody have a report on the Pinky Swear
Triathlon? Wasn’t that at Lake Ann this weekend?
Mayor Laufenburger: Oh yeah. Go ahead Mr. Hoffman.
Todd Hoffman: Yeah, both the Mayor and I were there and it was a challenge for that young
group of children to get on their way but they certainly did it with enthusiasm and pride. So I
haven’t heard the report. All of the folks didn’t show up due to the weather but they went ahead.
Cancelled the swim portion and then did one bike loop for the older kids instead of two. Had
according to the Brian Mastel, the race organizer, the most challenging race he’s ever put on. It
was in either a driving rain or rain just about the entire time.
Mayor Laufenburger: Yeah. Just one other comment. Thank you for asking about that
Councilwoman Ryan. I am so impressed with how the Pinky Swear Foundation formally known
as Miracles of Mitch, how they have developed an incredible following all across the country.
This was the second triathlon conducted in Minnesota. The first one was 2 weeks ago at Lake
Nokomis and this was kind of a return trip to Chanhassen. They have, the organizers, the people
who actually set up the course. Set up everything. The food. The logistics. Everything. It’s
just done with such an incredible professionalism that it’s, we should be real proud that they

came back to Chanhassen. And with exception of the weather, everything just came off without
a hitch. A lot of parking available and as dampening as the weather was for some of the spirits
of the people who were observing, the kids who participated they do so to raise money for
families of children with cancer and I don’t remember, I don’t how much totally was raised but
there was, the top fundraiser at the event was 3 children and collectively they raised over
$30,000 for that triathlon.
Councilwoman Ryan: Wow.
Mayor Laufenburger: Now that was just, that was the top and there were many that were like
$20,000 and $12,000 and $15,000 and $6,000. It’s just, it’s phenomenal so the, that which began
as a promise between Mitch Chepokas. A promise that his dad gave to him, his son said will
you promise to do this and they are keeping the promise big time. Big time so a very good thing.

Councilwoman Ryan moved, Councilman McDonald seconded to adjourn. All voted in
favor and the motion carried unanimously with a vote of 4 to 0. The City Council meeting
was adjourned at 7:30 p.m.
Mayor Laufenburger: We will continue the work session in the Fountain Conference Room but
we are now adjourned.
