CC SUM 2016 09 12 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES SEPTEMBER 12, 2016 Mayor Laufenburger called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilman McDonald, Councilwoman Tjornhom, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Paul Oehme, Kate Aanenson, and Todd Hoffman PUBLIC PRESENT: Linda Boerboom 8261 West Lake Court Kari Davis 8200 West Lake Court Jennifer Simon 8221 West Lake Court John Lorence 2195 Lake Harrison Road Stephen Jones 8260 West Lake Court Steve Wanek 6615 Horseshoe Curve Emily Mattran 8210 West Lake Court James Duffey 8241 West Lake Court PUBLIC ANNOUNCEMENTS: None. CONSENT AGENDA: Councilwoman Tjornhom moved, Councilman McDonald seconded to approve the following consent agenda items pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated August 22, 2016 Resolution #2016-57: 2. Approve Temporary Driveway Access through City Property with Zwiers in Conjunction with the CSAH 61 Improvement Project. Resolution #2016-58: 3. 2017 Street Rehabilitation Project: Authorize Preparation of Feasibility Study. 4. Consider Grant Proposal for Redevelopment of Chick-fil-A Site. All voted in favor and the motion carried unanimously with a vote of 5 to 0. City Council Summary – September 12, 2016 VISITOR PRESENTATIONS. Jennifer Simon, 8221 West Lake Court discussed the events at the last Park and Recreation Commission meeting in which they ignored the recommendation to permanently close the archery range at Lake Susan Park. Stephen Jones, 8260 West Lake Court explained the need to move the archery range to a different location for safety reasons. James Duffey, 8241 West Lake Court noted he was in favor of either moving or permanently closing the archery range. Linda Boerboom, 8261 West Lake Court explained that she found an arrow in her front yard even though her house is across the street from the back of the archery range. Kari Davis, 8200 West Lake Court stated she was also present to advocate for closing Lake Susan Park’s archery range permanently. Emily Mattran, 8210 West Lake Court asked that the City Council seriously consider closing down the archery range at Lake Susan Park and at the same time seriously consider other opportunities in Chanhassen or Carver County. Todd Gerhardt outlined how this matter will proceed through the process. Mayor Laufenburger closed visitor presentations. COUNCIL PRESENTATIONS. Mayor Laufenburger discussed the opening ceremony he attended at the Landscape Arboretum’s Bee and Pollinator Discovery Center. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt noted a special City Council rd meeting will be held on Monday, October 3 to consider re-guiding Paisley Park as an allowable use for a museum. CORRESPONDENCE DISCUSSION. None. Councilman McDonald moved, Councilwoman Tjornhom seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
