WORK SESSION
SEPTEMBER 26, 2016
Mayor Laufenburger called the work session to order at 5:30 p.m.

FINAL REVIEW OF PRELIMINARY 2017 BUDEGET BEFORE SETTING THE
PRELIMINARY LEVY.
Greg Sticha reviewed highlights of changes made to the budget numbers. Councilwoman Ryan
asked for clarification on the criteria used for the 2 year health care contract. Mayor
Laufenburger asked about the cost of living percentage and tax impact on the average
homeowner based on the scenarios being recommended by staff. Councilman Campion asked
about the impact of the water treatment plant on the preliminary levy. Greg Sticha explained the
funding sources for the water treatment plant will not impact the levy. Staff reviewed the capital
replacement fund which has stayed flat for numerous years and suggested that that number be
increased in the next couple years to offset the increased need for equipment. Councilman
Campion stated he could support scenario 2 for the preliminary levy but would like the final levy
to be closer to scenario 3.
KEY FINANCIAL STRATEGY: DEVELOP A PARKS AND RECREATION SYSTEM
PLAN.
Todd Hoffman introduced Gabrielle Grinde with Hoisington Koegler Group, a landscape
architect who helped create the parks and recreation system plan. She reviewed the power point
presentation which covered the system planning document, system plan elements, comp plan
versus park system plan, plan process and schedule. Mayor Laufenburger asked about meeting
with large groups i.e. Rotary, and Chamber of Commerce. Gabrielle Grinde continued reviewing
parks and recreation trends before asking for input from council members. Councilwoman
Tjornhom asked about addressing safety concerns with bicyclists that use roads rather than trails.
Councilwoman Ryan asked about introducing an amphitheater into the plan. Councilman
Campion asked about athletic facilities. Councilman McDonald asked about the question of

what should be addressed at Lake Ann and Bandimere Parks, artificial turf versus natural turf
and lighting, Councilwoman Ryan asked for further clarification on the use of the social
pinpoint app. Gabrielle Grinde asked what the council is hoping the plan will accomplish.
Councilman McDonald stated council is looking for outside input to bring all perspectives
together. Councilwoman Tjornhom asked about identifying trends that are sustainable and the
lifespan of the plan. Gabrielle Grinde reviewed the use of pure review by HKGi which is
comparable to the key financial strategy cities. Councilman Campion suggested additional
methods of getting survey information out. Councilwoman Ryan pointed out wording changes
on the survey questions. Todd Hoffman thanked the City Council for taking on this planning
project. Mayor Laufenburger asked staff to thank members of the advisory committee for their
time.
Mayor Laufenburger adjourned the work session meeting at 6:45 p.m.
